3
In 1998, 65 workers lost their lives in
construction accidents. For three years the
number of construction fatalities in Florida
increased at an alarming rate from 50 in 1996, 58
in 1997, to 65 in 1998.

Florida decreased by 11 to 54, after the

SMALL BUSINESS OUTREACH
Due to the large percentage of companies with
less than 100 employees experiencing fatalities,
OSHA developed a small business outreach plan.
The first year we passed out materials to inform
employers about CARE and to aid in the
development and implementation of effective
safety and health programs. For example, we
developed a computer disk that contained 13
different safety and health programs including a
specific safety and health program, a fall
protection program and other programs that can be
effectively implemented by any company. Those
programs are on this compact disk.

STAY AWAY/STAY ALIVEOVERHEAD POWER LINES CAN BE
DEADLY...
19
Most overhead power lines (OHPL) are not
insulated. Best safety practice, never get
closer than ten feet to an overhead power line.
When working around OHPL with cranes, refer to
1926.550(a)(15)
20
Consider all lines as energized. Ask the utility
company to shut down the lines or install
insulation over the lines during the time you
will be working near them.
21
A high-voltage jolt set the KABC news van's
microwave antenna on fire and seriously injured a
reporter
22
This picture, along with the following picture,
are violations of 1926.451(f)(6) Some options
are available to contractors who have no choice
but to work within the 10 foot zone. 1. Only
after the utility company or electrical system
operator has deenergized the lines, 2. relocated
the lines, or 3. installed protective coverings.
23

24
Only use nonconductive tools when working near
overhead power lines. Reference 1926.950(c)(1)
25
1926.550(a)(15)(ii)
Cranes are common causes of electrical
fatalities. Never get within 10 feet of overhead
power lines.
26
The same standard referenced on the previous
slide, 1926.550(a)(15), also applies to this
slide. The boom on this piece of concrete
pumping equipment is closer than 10 feet from
this section of overhead power lines.
27
Aluminum ladders are conductors. 1926.1053(b)(12)
Ladders shall have nonconductive siderails if
they can contact energized lines. Still, keep
ladders 10 feet away.
28
Any equipment can come into contact with overhead
power lines. Make sure you are 10 feet away from
overhead power lines.
29
10 FEET - Overhead power lines between scaffold
rails does not meet this requirement.

Using A Forktruck Without A Proper Personnel
Platform To Elevate Workers Is A Practice That
Has Proved Deadly In Construction And In General
Industry
For more complete specifications on personal
platforms refer to 1926.602(c)(1)(vi) and ANSI
B56.1
38
Unacceptable Modified Work Platform
39
Aerial lifts provide a safe method of reaching
your working area.as long as they are used
appropriately. This is definitely NOT the
appropriate way to use an aerial lift or a
stepladder.
40
A scissors lift is not a climbing device or a
ladder.
41
Floor Holes are a common hazard It is very easy
to step backwards into them, or step into them
when carrying something that blocks ones forward
view. Floor holes over 2 inches in their least
diameter must be covered. 1926.501(b)(4)(i)-(iii)
42
Roof openings (including skylights) must have
guardrails around them, or be properly covered.
43
More workers fall to their deaths from, or
through, roofs than any other work surface.
Refer to 1926.501
All open holes must be covered in areas where
work is being performed.
44
1926.501(b)(4)(i) Employees shall be protected
from falling through open floor holes.
45
Before you start, develop a work plan so
situations like this can be avoided.
46
No Fall Protection In Florida 9 fatalities
occurred in 1999 when workers fell from
buildings.
47
Excessive overhang on planks
No fall protection
Guardrails missing on working levels

49
Because of their size and shape, church
structures often present severe fall hazards.
50
In a situation like this, full body harnesses
with lanyards and/or a catch platform would be
suitable means of fall protection. Additionally,
guardrails must be installed on the ladder-jack
scaffold or have the employee use a full body
harness. Reference 29 CFR 1926.501(b)(11) roof
1926.451(g)(1) scaffold
51
No fall protection on work platform.
1926.501(b)(1) Dangerous access to ladder.
52
DANGER! AN ACCIDENT WAITING TO OCCUR! No Fall
Protection. Scaffold missing planking. Competent

DONT GET CAUGHT IN THE DROP ZONE FALLS KILL
53
DONT BECOME A STATISTIC!!
54
1926.451(e)(1) - crossbraces shall not be used as
a means of access
55
Failure to provide safe access.
56
Can you spot the hazards?
57
BRIDGES Fall protection must be provided.
1926.106 When working over water a life jacket or
buoyant work vests shall be worn. Ring buoys
shall be provided. A lifesaving skiff shall be
immediately available.
58
1926.1053(a)(2) LADDERS Rungs, cleats and steps
shall be parallel, level, and uniformly spaced.
