  shift the power sector to low greenhouse gas
  emitting generation technologies.

Recommended Policy

• Multilateral Fund legally binding, based on
  formula that accounts for GDP and emissions per
  capita
• Oppose any prohibition on bilateral funding
• Reductions should be carried out in a balanced
  and fair manner by both developed and developing
  countries without distinctions
• UN oversight of technology transfer (regulation
  and synergy)
