BioEnergy Working Group
  • The primary objective of the Bioenergy Working
    Group is to chart the sustainable path to achieve
    the 2020 bioenergy targets.

  • Follows on from the Ministerial Task Force on
    Bioenergy (2006)
  • The output of its deliberations the Bioenergy
    Action Plan for Ireland sets out an integrated
    strategy for the exploitation of bioenergy
    resources across the agriculture, enterprise,
    transport, environment and energy sectors.

  • It informed the Government energy policy document
    - Delivering a Sustainable Energy Future for
    Ireland which established ambitious targets for
    bioenergy for 2020, including
  • 12 renewable heat
  • 30 co-firing with biomass at the three peat
    power plants
  • 800 MWe of CHP
  • 10 biofuels

The scale of the challenge
  • The current use of bioenergy in Irelandis 9 PJ
    (218 ktoe) or about 1.4 of the Total Primary
    Energy Requirement.
  • To achieve the targets identified in the White
    Paper would require a seven fold increase in
    biomass supply, to approximately 60 PJ (1,425
    ktoe) per year.

Role of the BWG I
  • To develop a Sustainable Bioenergy Supply Roadmap
    (SBSR) for Ireland.
  • The roadmap should
  • evaluate the national capacity and import
    requirement / potential to deliver the necessary
    sustainable biomass supply
  • identify policy options if there is a shortfall,
    propose programmes to increase supply if required
  • implement such programmes as needed.

Role of the BWG II
  • The Bioenergy Working Group will act as a gateway
    to relevant knowledge and expertise within the
    member Departments and agencies, commission
    studies as required and consult with interested
    parties during the development of the roadmap.

Outputs
  • A dynamic National Bioenergy Resource Inventory
  • A basket of current and future technologies that
    are or can be expected to be commercial within
    the required timeframe
  • Pathway scenarios to achieve the bioenergy
    targets
  • An assessment of the sustainability of the
    pathway scenarios, using an appropriate
    methodology
  • Identification of research, development and
    demonstration needs to support the defined
    pathways
  • Identification of policy needs to support the
    defined pathways and achieve the goals of
    Delivering a Sustainable Energy Future for
    Ireland.
