Serving Communities of the Ferghana Valley in
Tajikistan, Kyrgyzstan and Uzbekistan.

Why the Ferghana Valley?
  • A densely populated area (20 of the population
    of the CARs lives in the Valley)
  • FV has a history of natural disasters floods,
    mudslides and earthquakes
  • Mercy Corps has a strong presence in each of the
    3 FV countries, to facilitate programming and
    coordination
  • Community initiative is high.

What are the specific needs for Disaster
Preparedness in FV?
  • A tri-country Needs Assessment, in consultation
    with Ministry of Emergencies personnel in each
    country identified the following areas of need
  • Training for communities and local government
    officials
  • Local level preparedness plans
  • Regional coordination.

How will Mercy Corps DIPECHO respond to these
needs?
  • A regional program that leverages MCs strong
    community-level experience
  • To increase the capacity of communities in the
    Ferghana Valley to prepare for and respond to
    potential natural disasters such as earthquakes,
    floods and mudslides
  • For the purpose of
  • Improving local level response mechanisms to
    natural disasters
  • And to
  • Promote regional cooperation between government
    officials in Kyrgyzstan, Tajikistan and
    Uzbekistan.

Mercy Corps Comparative Advantages
  • We plan integrated programming in 30 communities
    (10 in each country) through our existing
    programs of PCI and CAIP
  • We will build on technical and equipment-based
    foundations laid during the DEET activities to
    increase the efficacy of response at the
    community level
  • We will collaborate closely with our local NGO
    partners, and in the process build their
    capacity.

Highlights of Mercy Corps Innovative Program
  • Implement a Child-to-Child model for working with
    children as peers in schools and households to
    learn the basics of disaster preparedness
  • Develop planning linkages between local
    government officials, and scaling up to create
    functional regional networks
  • Conduct a mass media campaign to increase public
    awareness of disaster prevention.

Expected Results for Mercy Corps and Partners
  • Disaster preparedness plans will be in place in
    the local communities where Mercy Corps will
    work
  • Community members, such as local government
    officials, community leaders, and youth, will be
    trained in disaster prevention and response
  • and
  • Government and communities in all three countries
    will create regional joint disaster preparedness
    plans.
