PLAYERS
  • Each player should play equal time in every game.
    Coaches should strive to provide equal time for
    all players present.
  • A player will be allowed to participate in a game
    if the player has missed a practice however, all
    players should be encouraged to attend all
    practices.
  • Each player must wear the team shirt.
  • Soft rubber cleats are the only type cleats
    allowed.
  • Players should wear mouth pieces during all games
    and practices.

COACHES
  • One or two coaches may be present on the actual
    playing field to assist players in positioning
    themselves in huddles, directions, etc.
  • Coaches may not interfere in any way with the
    actual play.

GAMES
  • There are no kick-offs in this division. Play
    will start with the ball spotted on the 5 yard
    line.
  • Games will be played 7 on 7. If a team is short
    players, they may borrow players form the
    opponent in order to field 7 players.
  • At the start of the game, choice of field end and
    kick-off is determined by the flip of a coin or
    by odd/even.
  • Each game will consist of 2 - 25 minute halves.
  • Half-time will last 5-10 minutes.
  • Clock will stop only on time-outs.
  • Teams will be given 2 time outs per half, up to 2
    minutes in length. Time-outs do not carry over.
  • No overtime will be played.
  • Substitutions may be made after any dead ball.
  • One coach from each team should serve as
    referees.

FIELD
  • Field size will be 60 yards long by 30 yards
    wide, including 10 yard zones.
  • The field will have the following lines side
    lines, goal lines, end lines, extra point dash at
    5 yards from end zone and 10 yard end zones.
  • A 5 YARD NEUTRAL ZONE will exist between the line
    of scrimmage and where the defense aligns.
  • Players will use a Pee Wee size ball.

POSITIONS
  • Offense must have 5 players on the Line of
    Scrimmage.
  • There can be no more than 2 players in the back
    field at one time.
  • Offensive players may be split to any width on
    the field.
  • There must be at least three defensive players on
    the line of scrimmage.

OFFENSIVE PLAYERS
  • Players on the offensive line must be set for at
    least one second prior to the center snap.
  • No player should play more than one half of the
    game in the backfield.
  • Alternating the quarterback on alternating plays
    is permissible.
  • Quarterback may not change the inflection of the
    snap count for the purpose of drawing the defense
    offside.
  • The first infraction will be penalized with a
    warning and a repeat of the down.
  • Later infractions will be penalized with a five
    yard penalty and the repeat of the down.

BLOCKING
  • Arms and hands must be next to the body, and no
    more than six inches from the chest.
  • Arms cannot be extended and no shoving of other
    players.
  • Extended fists, forearms, and head butting are
    illegal.
  • No pushing a ball carrier that is running near
    the sidelines for the purpose of knocking the
    ball carrier out of bounds.
  • No three or four point stances allowed by
    offensive or defensive players.
  • Players are allowed to put their hands on their
    knees.
  • An initial engagement by all line players
    (offense and defense) is required.
  • After initial engagement, defensive players may
    use hands against offensive players (except
    offensive players passing the ball), but hands
    must be open.
  • Any activity directed toward the face or eyes by
    a defensive player other than normal de-flagging
    will be considered a penalty.

DE-FLAGGING
  • Each play must wear a flag belt. Players must
    have shirts tucked in pants and flags properly
    displayed.
  • Flags may not be wrapped around belt loops or the
    belt.
  • Removing flags from potential receivers before
    they have possession of the ball is illegal.
  • A ball carriers progress can only be stopped by
    de-flagging, dropping of the ball, dropped flag,
    penalty, or running out of bounds.
  • The ball will be marked at the point where the
    flag was removed.
  • Ball carriers may not use their hands or the
    football in any way against defenders reaching
    for their flags.
  • The defense may not intentionally impede the
    progress of the ball carrier by holding,
    tripping, or any other means. If, in the opinion
    of the referee, the impediment prevented a score,
    the ball will be placed on the 1 yard line with a
    first down.
  • In this case, the offensive team will have the
    greater of 4 downs or the remainder of their 10
    plays to attempt to score a touchdown.

DROPPED BALLS
  • Should a players flag fall off during play in
    the back field, the ball is dead and spotted at
    the line of scrimmage.
  • If a players flag falls off after the line of
    scrimmage, the ball carrier is considered down at
    the point of the fallen flag.
  • If a players flag falls off before a pass is
    caught, the player is considered down and the
    ball is spotted at the point of the catch.

BALL CARRIER
  • Players running the ball are not allowed to
    lower or butt their head, use a straight
    arm/stiff arm above the shoulders, or run
    directly at an opposing player.
  • Center plunges are illegal (any immediate run
    between the guards).
  • Delayed runs between the guards are allowed.
  • No player may play in the backfield for more than
    a half.
  • No one player may carry the ball two consecutive
    times in any series of downs.

SPOTTING THE BALL
  • If the ball is not cleanly snapped between the
    center and the quarterback when the quarterback
    is under center, or in the shotgun formation, the
    quarterback can retrieve the ball and the play
    will continue.
  • Forward pass dropped, spot at line of scrimmage.
  • Backward pass or lateral dropped, spot at point
    of drop.
  • Pulled flag, spot at the point of the ball at the
    time of the pulled flag. Where the defender
    drops the flag has no bearing on the spot of the
    ball.
  • Ball carrier goes out of bounds spot at the
    point the sideline was crossed.
  • The defense may intercept a pass (remains a live
    play). In this case the ball is spotted and play
    resumes at the point the player is down.

KICKS AND PUNTS
  • There will be no kick-offs or punts in this
    division.
  • Ball is spotted on their 5 yard line to start the
    game.
  • After 10 consecutive attempts without a score or
    after a touchdown is scored (within the series of
    10 downs), the opposing team begins play at their
    5 yard line.

POINTS
  • A touchdown is six points.
  • For an extra point the ball is placed on the 5
    yard line. One point for a run into the end zone
    and two points for a pass that is caught in the
    end zone. The pass must be caught inside the end
    zone.

HUDDLE
  • The offense will have no longer than one minute
    from the time the ball is spotted by the referee
    until it must be hiked.

DOWNS
  • Teams will have 10 downs to advance the ball in
    attempt to score a touchdown.
  • If a touchdown is scored or after 10 plays, the
    other team starts with the ball at their 5 yard
    line.

MOTION
  • There is to be no movement by any players in this
    age group.

PENALTIES
  • Off sides, encroachment, illegal procedure,
    illegal motion, delay of game, 3-point stance,
    center plunge, quarterback snap count and illegal
    formation 3 yards from the line of scrimmage.
  • Flag guarding and intentional grounding 3 yards
    from the spot of the foul and loss of down.
  • Defensive holding (on receivers), unsportsmanlike
    conduct, offensive pass interference, roughing
    the passer, personal fouls and de-flagging
    players without the ball 10 yards from the spot
    of the foul.
  • Offensive holding, illegal block, clipping,
    tripping, tackling, unnecessary roughness,
    straight arming, head butting, hurdling, pushing
    the ball carrier out of bounds 10 yards from the
    spot of the foul.
  • Defensive pass interference first down at the
    spot of the foul (or the 1 yard line if the
    infraction takes place in the end zone). In this
    case, the offensive team will have the greater of
    4 downs or the remainder of their 10 plays to
    attempt to score a touchdown.
  • Flags tied on the ball carrier 10 yards from the
    spot of foul and loss of down.
  • Note A penalty may never score points. When you
    are in the last zone use the lesser of penalty
    yardage or ½ the distance to the goal.
    (Exception intentional grounding in the end zone
    is a safety and equals two points.)
