Purpose of the Programme
  • To ensure reliable and equitable supply of water
    for sustainable economic and social development.
  • To develop effective water management
    institutions and provide support.
  • To ensure protection of water resources.
  • To promote integrated water resource management
    globally particularly in Africa in support of
    NEPAD

ACHIEVEMENTSWater Conservation and WDM
  • Community Water Efficiency programme implemented
    in Gauteng, FS, EC, and KZN.
  • Training provided to DWAF water control officers
    on WC and WDM
  • 1400 schools registered to participate in the SA
    Youth Project in 2007.
  • A DWAF/SANparks Community Water Efficiency course
    was given in Limpopo, Northwest and Eastern Cape.

ACHIEVEMENTSWater Allocation and support to the
poor
  • 69 rain harvesting tanks constructed for resource
    poor farmers in four provinces.
  • Draft regulations for financial support to
    resource poor farmers published for comment and
    to be finalized in 2007/8.
  • Further progress made on implementation of Water
    Allocation Reform and development of allocation
    plans began in Mhlathuze.

  • Started with project for the development of a
    framework for water allocation to guide
    compulsory licensing.
  • Guidelines developed to speed up the processing
    of water use licences.
  • Guidelines for water use for recreational
    purposes developed.

ACHIEVEMENTSProtection of water resources and WC
  • Through the Working for Water Programme, 828 621
    ha of invasive alien species cleared.
  • Initial clearing of invasive species 73. 664
    (EC, GP,LP, NC, WC NW). Follow up clearing
    161.13 Ha (EC, GP, NC, WC LP
  • Herbicides applies to 720/960Ha of weed in NW
  • 10 to 12 000 person years of employment created
    for 29 470 people

ACHIEVEMENTSWater Management Institutions
  • Four CMAs established by Government Notice during
    the year under review (Usuthu-Mhlathuze, Thukela,
    Gouritz and Olifants/Doorn).
  • Performance monitoring of WUAs on track
  • (70 of revenue collected in WC measures).

PROMOTE IWRM GLOBALLY IN AFRICA IN SUPPORT OF
NEPAD
  • DWAF participated actively in the World Water
    Forum during the year under review.
  • Continued our participation in shared
    watercourses to promote regional economic
    integration
  • DWAF hosted SADC Ministers of Water meeting
  • South Africa won the right to host the UNESCO
    HELP Symposium in November 2007.
  • UNFF preparations negotiating document finalised

DWAF Oversight responsibilities
  • Certain weaknesses were identified in the
    oversight of our public entities.
  • Portfolio Committee made recommendations
  • In response to these we have begun to improve our
    oversight role, reviewing our capacity and
    strategies
  • DWAF strategic planning indaba included entities
  • Our Strategic Plan provides for production of a
    governance framework in 2007/8, for governance of
    our entities.

Oversight responsibilities
  • During the year under review, the Department
    began a process of consideration of
    disestablishment of two water boards, namely
    Ikangala and Bushbuckridge.
  • As required by law, the procedure involves
    extensive consultation and the outcome cannot be
    preempted.

CHALLENGES
  • Interdependencies between water allocation reform
    and land reform.
  • Implementation of BBBEE in the water licensing
    and water authorization process.
  • Delays in the licensing process being attended to
    through development of fast-tracking system.
  • Need to develop an effective system governance
    framework and capacity for oversight of our
    public entities.
