What is a TMDL

• Total Mean Daily Load
• Total pollutants water body can take
• A comprehensive assessment and implementation
  plan including scientific basis of assessment
• Pollution reduction goals are included
• Margin of safety, Uncertainty and future growth
  is included (Point sources, NP sources, margin of
  safety and seasonal variations)
• Takes Watershed approach

Why develop a TMDL plan

• To improve water quality
• Section 303 (d) of Clean Water Act requires
  States not to discharge pollutants. There is list
  of impaired waters.
• If state does not develop, EPA will develop it

How to develop them

• Using expertise of state staff or consultants.
  Needs intensive data collection and analysis.
• Upon adoption by states, it is sent to EPA for
  approval

What happens after TMDLs are developed

• Monitoring
• Basis for action plan at state, county, and
  local level
• Waste water permits may have stringent rules
• Application of certain fertilizers may be
  restricted
• Local input, monitoring and revision.

• Public participation is expected
