5-7 Days Out
  • Emergency Operations Center (EOC) actives - all
    state agencies respond
  • Food Banks begin by making distributions to
    agencies prior to event in case of road closures
    after event.
  • Food Distribution (FD) contacts commercial
    warehouses for current inventory items

2 Days Out
  • EOC evacuation of nursing homes and special
    needs clients. Prisoners are relocated. Stage
    first responders as close as possible to event
    target area.
  • Food Banks are in contact with Americas Second
    Harvest and USDA on possible action after event.
  • FD provide inventory lists to USDA regional
    offices and Red Cross (Salvation Army)

Event Happens
  • EOC First responders deploy immediately after
    event.
  • Food Banks identify needs.
  • FD awaits request for commodities from mass
    feeding sites.

2-4 Days After Event
  • EOC surveys impacted area for damage estimate
    and asks for a Presidential Declaration.
    Coordinates recovery efforts.
  • Food Banks process and distribute donated items
    as needed (commodities and cleaning supplies).
  • FD delivers requested commodities to mass
    feeding sites.

4-7 Days After Event
  • EOC goes into recovery mode
  • Food Banks continue to distribute cleaning
    supplies and commodities. Note that no TEFAP
    commodities are distributed unless approved by
    USDA instead Emergency Food Stamps are
    distributed.
  • FD provides commodities to mass feeding sites.
    Most mass feeding sites close within a week of
    opening.

Within 30 Days of Events End
  • EOC reports mass feeding sites meals served and
    number of clients served.
  • Food Banks State rules allow victims to access
    TEFAP up to 6 months (emergency clause).
  • FD - files report on commodities used to regional
    USDA office.
