National Candidate Requirements
  • Receive a nomination.
  • Submit a completed Candidate Declaration form.
  • Submit a letter from an ULYP Chapter confirming
    that the candidate is a member in good standing.

Candidate Checklist
  • Submit a 2009 Candidate Nomination form to the
    Policies and Procedures Chair, or the designated
    Elections Manager.
  • The nominee will be notified that he/she has been
    nominated for a position and must then accept or
    decline the nomination.
  • The nominee will be instructed to submit a 2009
    Candidate Declaration form, a letter of good
    standing from the Chapter Member (Chapter
    President, or designee), and a Candidate
    Biography Preview slide to the PP Chair.
  • If all materials are received in accordance with
    the published Elections Timetable then the
    candidate will be placed on the ballot.
  • Attend the Candidates QA Session at the
    National Elections Meeting.

President.
  • The President shall supervise the general affairs
    of NULYP with the direction of the Executive
    Board. The President shall execute all official
    NULYP documents, preside at all meetings of the
    Members, the Council of Presidents and the
    Executive Board, and appoint chairpersons to Ad
    Hoc Committees and supervise the Ad Hoc
    Committees respective activities. The President
    shall not supervise the activities of the PP
    Committee.

Regional Vice Presidents.
  • Each Regional Vice President shall serve the
    interest of the region he/she represents. The
    Regional Vice Presidents shall present the
    position of their regions on NULYP matters of
    business, assist in the development and
    establishment of new ULYP Chapters in their
    respective regions, provide support and
    assistance to ULYP Chapters in their respective
    regions, direct the planning of NULYP activities
    for Regional Conferences of the NUL, coordinate
    the activities and the communication between ULYP
    Chapters within their respective regions, and
    perform such other duties as directed by the
    President.

Secretary.
  • The Secretary shall make or cause to be made
    minutes of all meetings of the Members, the
    Council of Presidents and the Executive Board and
    shall disseminate minutes of Member meetings and
    Council of President meetings to all Chapter
    Members and shall disseminate minutes of
    Executive Board minutes to all Executive Board
    Members.
  • The Secretary shall be responsible for the timely
    delivery of all notices of meetings of the
    Executive Board, the Council of Presidents and
    the Members, shall maintain the membership
    database and, generally, will perform all duties
    incident to the office of Secretary and such
    other duties as may be required by these Bylaws,
    or which may be assigned from time to time by the
    Executive Board.

Treasurer.
  • The Treasurer shall supervise the financial
    activities of NULYP. Specifically, the Treasurer
    shall be responsible for
  • (a) the full and accurate accounting of receipts
    and disbursements,
  • (b) maintaining a system such that all monies and
    other valuable effects are deposited in the name
    and to the credit of NULYP in such depositories
    as shall be designated by the Board of Trustees
    of NUL,
  • (c) distribution to the Executive Board Members
    at the regular meetings of the Executive Board or
    whenever they may require it, of an account of
    the financial condition of NULYP.
  • The Treasurer shall also provide the Chapter
    Members with reports of the financial condition
    of NULYP, including the annual financial
    statements notify ULYP Chapters of their
    membership expiration
  • Bill ULYP Chapters for membership dues
  • Provide for the collection and receipt of all
    funds due NULYP and provide the PP Committee
    with a list of those Chapter Members eligible to
    vote prior to the annual meeting of the Members.
  • Upon completion of term of office, the Treasurer
    shall forward all NULYP materials records, files
    and papers pertaining to the Treasurers office
    to the Treasurer-elect.

Chair, Policies and Procedures.
  • The Chair, Policies and Procedures (the PP
    Chair) shall oversee the PP Committee.
  • The PP Chair shall interpret these Bylaws at any
    meeting of the Executive Board, Council of
    Presidents or Members, serve as a resource on
    proper parliamentary procedure at any meeting of
    the Executive Board, Council of Presidents or
    Members, serve as a resource to ULYP Chapters in
    developing bylaws and other policies and
    procedures for the governance of ULYP Chapters.
  • The PP Chair shall also govern and preside over
    the General Elections and the Regional Elections,
    the removal of an Officer and the removal of an
    Executive Board Member.
