What is the GEF Earth Fund?

• The re-named Public-Private Partnership
  Initiative which was first approved by the GEF
  Council in June 2007
• Mechanism to strengthen the engagement of the
  private sector in producing global environmental
  benefits
• Fund of 50M for GEF-4 (with possible expansion
  in GEF-5) to be allocated to GEF Agencies, NGOs
  and foundations as managed Platforms

Whats new?

• The GEF Earth Fund is outside the Resource
  Allocation Framework (RAF). No focal point
  endorsement required for any project under the
  GEF Earth Fund
• A Board has been established to provide strategic
  guidance to the GEF Council
• Minimum leverage requirement for a Platform 31
  (other funding GEF funding), and at individual
  project level, where possible

What is a Platform?

• An envelope or allocation of money from the
  GEF Earth Fund to a Platform Managing Agency
• Platforms can be thematic or programmatic
• Platforms are approved on no-objection basis by
  GEF Council, with recommendation by GEF Earth
  Fund Board
• Once approved by Council, Platforms are endorsed
  by GEF CEO

Role of the Earth Fund Board

• Provide strategic guidance to the Council
• Make recommendation on new Platform proposals
• Approve Annual Report to the Council
• Provide business expertise
• Advocate the Earth Fund partnership

Review and Approval of New Platforms

• Platform proposals are reviewed by GEF Sec, and
  submitted to the Board for recommendation
• The Board has 30 days to provide a recommendation
• Subsequent circulation on a no-objection basis
  for 14 days to GEF Council via web posting
• Following Council Approval, Platforms must get
  GEF CEO Endorsement

Operation of Platforms

• Each Platform Managing Agency has broad
  discretion to propose, review, approve and
  implement projects within its endorsed Platform
  under Council-approved rules
• Projects may include investments in new
  technologies and development of new business
  models as well as infrastructure projects
• Innovative proposals are encouraged
