Marine Biodiversity and Marine Protected Area
Networks
4th Global Conference on Oceans, Coasts and
Islands
  • Working Group Conference Report
  • Pre-conference Activities
  • Working Group Discussion (Aug 07 Mar 08)
  • Policy Brief Preparation (Jan Mar 08)

  • Plenary Panel 4 (9 April)
  • CBD Concurrent Discussion Session (9 April)

2
Overall conclusions on progress, not so
positivewe cannot make the targets!
  • No reduction in rate of loss of marine
biodiversity by 2010 except for limited
    populations
  • Area coverage of MPAs still less than 10 by 2012
  • Representative networks of MPAs will be lacking
  • Most MPAs still ineffectively managed

3
One of great pleasures in life is doing what
others say you cannot do.
4
Searching for some hopes.
  • CBD provides overall framework of implementation
  • Numerous high-level commitments
  • Numerous projects and programmes underway
  • Management interventions largely known and
    understood
  • Some populations and ecosystems showing signs of
    recovery

5
Identifying barriers and constraints
  • Poor marketing of marine biodiversity value
  • Lack of political interest and commitment
  • Limited capacity and financial resources
  • Lack of baseline data and information on trends
  • Ineffective reporting mechanism
  • Sectoral and fragmented efforts by regional and
    international organisations

6
Overcoming the barriers,, 3 Key Recommendations
  • Renew country commitments to Jakarta Mandates
  • Establish effective reporting and monitoring
    framework
  • Promote value of, and market marine
    biodiversity

7
Elaborated Programme of Work on Marine and
Coastal Biological Diversity (Decision VII/5,
Annex I)
  • Overall Vision
  • To halt the loss of marine and coastal biological
    diversity nationally, regionally and globally
  • To secure its capacity to provide goods and
    services
  • Basic Principles
  • The ecosystem approach
  • The precautionary approach
  • Programme Elements
  • Implementation of integrated marine and coastal
    area management
  • Marine and coastal living resources
  • Marine and coastal protected areas
  • Mariculture
  • Invasive alien species

8
Renew country commitments to Jakarta Mandates
  • Establish Friends of Jakarta Mandates, as an
    informal partnership mechanism
  • Support the implementation of POW on marine and
    coastal biodiversity
  • Contribute to the preparation of in-depth review
of Marine and Coastal POW by providing necessary
    expertise, information, and resources
  • Assist Parties in building capacity
  • Promote and market marine biodiversity value
  • Facilitate building effective reporting and
    monitoring framework
  • Strengthen the role of Regional Seas Programme
and other regional organizations in the
    implementation of Jakarta Mandates

9
Establish effective reporting and monitoring
framework
  • Initiate participatory process for preparing 2010
CBD review of POW for marine and coastal
    biodiversity
  • Address reporting burdens of countries by
  • Developing simple and coordinated reporting
    format
  • Applying innovative assessment methodologies,
e.g. focused group discussion, interview of key
    officials
  • Providing necessary capacity building
    opportunities, e.g. regional/subregional
    workshops
  • Mobilize competent international/ regional
bodies, scientific groups and NGOs to assist
countries in assessing the impacts, not only the
    activities
  • Refine indicators for measuring progress, in
terms of its impacts on the status of
    biodiversity
  • Strengthen biodiversity reporting in Global
    Marine Assessment

10
Promote value of, and market marine biodiversity
  • Communicate the loss of marine biodiversity in
    socio-economic terms
  • Develop enabling policy framework for marine
biodiversity offset, in relation to CBD Article
    11 on economic incentives
  • Actively communicate on the ecological as well as
socio-economic benefits of MPAs, e.g. CBD
    publication on ecological, socio-economic
    benefits of Protected Areas
  • Apply innovative communication tools and media
    for marketing marine biodiversity

11
Policy steps and opportunities ahead
