Small Disadvantaged Business
  • A Small Disadvantaged Business (SDB) is a small
    business firm that is at least 51 owned,
    operated, and managed on a daily basis by
    individual(s) who are socially and economically
    disadvantaged.
  • As defined in 13 CFR 124.103(b), includes
  • African Americans, Hispanic Americans, Native
    Americans (including Native Alaskans and Native
    Hawaiians), Asian Pacific Americans, Subcontinent
    Asian Americans, and other minorities as defined
    by the Small Business Administration
  • Section 8(a) certified by SBA
  • Sole source awards Allows firms to receive
    contracts on a sole source basis (subject to
    established thresholds)
  • Up to 5.5M for manufacturing contracts
  • Up to 3.5M for all other contracts
  • Set-aside awards Permits Federal agencies to
    restrict competition, allowing only certified
    8(a) firms to compete.

HUBZone Small Business
  • HUBZone Program Provides Federal contracting
    assistance to qualified small business concerns
    located in historically under-utilized business
    zones.
  • Eligibility A small business that is at least
    51 owned and controlled by U.S. citizen(s) with
    a principal office located in a HUBZone and at
    least 35 of the employees must reside in a
    HUBZone.
  • Certified by SBA
  • Set-aside awards Permits Federal agencies to
    restrict competition, allowing only certified
    HUBZone firms to compete.
  • Sole source awards Awarded when only one
    HUBZone firm is capable of performing a specific
    service or producing a product.

Women-Owned Small Business
  • A small business firm that is at least 51 owned,
    operated, and managed on a daily basis by a woman
    or women.
  • Implementation of Section 8M of the Small
    Business Act and 13 CFR 127
  • Contracting Officers will have the authority to
    use set-asides to women-owned small businesses
    for contracts under 3M (and contracts under 5M
    for construction).
  • SBA is currently drafting regulations that will
    implement a restricted competition procurement
    program for women-owned small businesses (WOSB).

Veteran Small Business Programs
  • Veterans Benefits Act of 2003. Section 308 of
    the act established a procurement program for
    Service-Disabled Veteran Owned Small Business
    Concerns (SDVOSB).
  • Set-aside awards Permits Federal agencies to
    restrict competition, allowing only SDVOSB firms
    to compete.
  • Up to 5M for manufacturing contracts
  • Up to 3M for all other contracts
  • Sole source awards When the Contracting Officer
    does not have a reasonable expectation that 2 or
    more SDVOSBs will submit offers for the
    contracting opportunity.

  • A vendor business database that lists businesses
    that are 51 or more owned by veterans or
    service-connected disabled veterans. (maintained
    by the U.S. Dept of Veterans Affairs)
