A collaborative process whereby a community
establishes a unified vision for housing and
community development actions Meets the

  • Low and very-low income renter households are
    likely to be cost burdened and need assistance
  • Inner-city housing stock averages over 50 years
    in age and generally requires some level of
    rehabilitation
  • The elimination of barriers to the development
    and construction of rental and single-family
    housing should become priorities for city and
    county governments
  • Small home improvement loan programs are needed
  • Alternatives to predatory lending need to be
    promoted
