A collaborative process whereby a community
establishes a unified vision for housing and

7HOUSING
- GOAL Enhance access and opportunity to an
expansion of housing choices so that all low and
moderate-income citizens may experience
affordable and decent housing options
8HOUSING PRIORITY NEEDS
- Low and very-low income renter households are
likely to be cost burdened and need assistance - Inner-city housing stock averages over 50 years
in age and generally requires some level of
rehabilitation - The elimination of barriers to the development
and construction of rental and single-family
housing should become priorities for city and
county governments - Small home improvement loan programs are needed
- Alternatives to predatory lending need to be
promoted

production of affordable rental housing for the
elderly and families with children as well as

appropriate supportive housing of 50 individuals
with serious mental illness - Development of an emergency shelter specifically
for 25 seriously mentally ill individuals - Development of a Safe Haven for 25 persons with
serious mental illness - Creation of an additional 25 beds of transitional
housing for this sub-group - Creation of an additional 30 beds/units of
permanent supportive housing for this sub-group
