  • The purpose of this lesson is to clarify Coast
    Guard policy regarding substance abuse.
  • After this training session a student shall be
    able to
  • Describe the consequence of substance abuse.
  • Describe Commandants policy regarding substance
    abuse.

Alcohol Incident
  • Alcohol is a Significant or Causative factor
    resulting in
  • loss in ability to perform duties
  • discredit upon the service
  • violation of the UCMJ, federal state or local law
  • - Alcohol must be ingested
  • - Member need not be found guilty

First Alcohol Incident
  • CDAR Interview
  • - Counseled on policy
  • - Next Incident Processed for Separation
  • Screening
  • treatment or Education as determined by screening
  • Appropriate documentation

Second Alcohol Incident
  • CDAR Interview
  • Screening
  • Appropriate Documentation
  • Enlisted and Officer shall y be processed for
    separation. Final decision will be EPM and OPM

Other Considerations
  • Self-referral is not considered an Alcohol
    Related Incident
  • Pre-existing condition clause
  • Members will be processed for separation if
  • - Treatment is refused
  • - Third alcohol incident

  • Level II Intensive Outpatient Services (IOP)
  • Level III Residential / Inpatient Services
  • Level IV Medically-Managed (DETOX)
