  • Systematic approach to BERO training and
    evaluation
  • Provides the basis for developing content-valid
    training and evaluation materials
  • Assures training and drills address the
    appropriate objectives
  • Allows for utilizing a graded approach when
    developing training and evaluation materials

  • Background
  • The KA catalog has been developed utilizing
    Subject Mater Experts (SMEs).
  • SME sources analyzed for determining KAs
  • PNNL EP related task
  • Existing PNNL EP training program
  • IC and BED training
  • Hanford Site and PNNL EP related procedures and
    plans
  • PNNL management systems

The KA CatalogSections
  • The KA catalog is separated into two major
    sections.
  • Section one applies specifically to the Building
    Emergency Response Organization members.
  • The EP elements designated for this section are
  • 101 Incident Command System (ICS)
  • 102 Building Emergency Response
    Organization (BERO).
  • Section two of the catalog applies to all staff
    within PNNL (e.g., staff, line and project
    managers, and the Emergency Preparedness Program
    Office.)

EP Element 101 ICS
  • Under this element specific tasks are
    identified
  • Initiate first response activity
  • Assist emergency responders
  • Perform an initial assessment of event situation
  • Locate an Incident Command Post (ICP)
  • Communicate with the Incident Commander and the
    DOE Emergency Operations Center (EOC)
  • Acquire support personnel
  • Perform notifications
  • Initiate and manage initial event mitigation
    activities
  • Partial or complete activation of the DOE EOC

Knowledge and Ability Statements EP Element 101
ICS
  • Next is the development of Knowledge and
    Ability (KA) statements
  • Knowledge of the relationships to the following
  • Knowledge of the process for notifying and/or
    activating the following
  • Knowledge of the ICP procedures/plans which
    provide for the following
  • Knowledge of the operational applications for the
    following concepts as they apply to the ICP
  • Knowledge of the effect that a failure of the
    following will have on the ICP
  • Ability to use procedures/checklist to mitigate
    the consequences of an emergency event that
    activates the ICP
  • Ability to determine and interpret the following

Knowledge and Abilities
  • Each KA statement is linked to identified items
    and together they form the desired knowledge and
    ability, i.e., KA.
  • These KAs encompass the responsibilities,
    activities, organizations, or actions associated
    with the tasks listed under the ELEMENT.
  • SMEs weighted each KA from 1 to 5 based on their
    relative importance with the BED, SAS, ZW, ICPC,
    FOS, RHA, CHA, HC, MSG and CCT with 5 being most
    important.
  • SMEs from Fluor and PNNL participated in
    weighting each KA
  • Based on the KA importance values a graded
    approach can be established for the development,
    implementation and evaluation of the EP training
    and drill programs.

The K A Catalog
  • KAs are developed for each type of facility
    (Administrative, Low-Hazard, and Hazardous).
  • KA statements are also developed for the BERO.
  • Enabling objectives for training and drills are
    directly tied to specific KAs.
  • Matrices identifying the K/As associated with the
    training, drills and exams assures the
    appropriate level of attention is given to each
    KA.
