strengths and identify improvement opportunities
for the participating organizations.

  • This is accomplished by
  • Observing the exercise and collecting data
  • Analyzing the data to compare performance
    against expected outcomes
  • Determining what changes need to be made to the
    procedures, plans, staffing, equipment,
    communications, organizations, and interagency
    coordination to ensure expected outcomes

Remember Although you need to observe player per
formance, it is the implementation of plans,
procedures, policies and practices that you are
evaluating, not the person.

  • Take detailed notes including time
  • Focus on critical activities
