7 Volunteer and Donation Coordination
- The Office of Faith-Based and Community
Initiatives (OFBCI) serves as the liaison between
the Office of the Governor and Indiana's
community and faith-based organizations,
volunteer centers, and corporate volunteer
councils. - OFBCI provides information, technical assistance,
education and resource support to groups and
organizations to improve and strengthen the
State's volunteerism and community service
infrastructure. - Assist in matching volunteers and donations with
needs.

8OFBCI During the Emergency Management Cycle
- Point of Contact between DHS (ESF-6) and
volunteer groups during the response phase.
- Using the AidMatrix system, OFBCI coordinates
humanitarian aid (donations and volunteers)
activities during response/recovery/mitigation
phases using a multi-agency warehouse located in
Indianapolis. - During the response/recovery phases we operate a
1-800 call center to handle individual requests
for aid.

25 Early Payment of State Homestead Credit
- On June 20, 2008, Governor Daniels directed that
the state advance 620 million of homestead
credits payable for pay 2008 taxes to all 92
counties - The advance is scheduled to occur in the next two
weeks
- The advance, for the vast majority of counties,
will occur months ahead of the schedule set forth
by the General Assembly in HEA 1001
- This will aid local units with existing cash flow
concerns and provide a source of interest income
- The advance has no impact on the amount of
property tax relief provided to Hoosier
homeowners, renters and businesses under HEA 1001

27 Best Practices for Emergency Procurement
- Check current State Quantity Purchase Agreements
(QPAs)
- Indiana Code 5-22 allows the purchase of goods
and services through state contracts which have
already been properly procured.
- For a full listing of all State QPAs

- Sign a contract with a bonded and insured company
for long term projects such as debris removal,
demolition, and construction.
- Check the Public Works Division for designers,
architects and engineers who have been
pre-qualified to perform work on State projects.

- If service is not available through QPA, you must
follow standard procurement processes
- Expedite through quotes over the phone, email,
etc. and document.
- FEMA will audit by checking documentation and
market rates.
- If for some reason a bid cannot be solicited,
then justification must be documented as to why a
bid cannot be solicited. This justification will
be audited by FEMA.
