2Multidimensional Treatment Foster Care
Program that serves children in Behavioral
Rehabilitation Services (BRS) through a specially
trained foster home Only one foster child per
home Foster home is supported by a case manager
that is available 24/7 Foster parents create a
behavior management plan with the case manager
3Multidimensional Treatment Foster Care
- Service began in 3 pilot sites, Spokane, Yakima,
and Tacoma, with the program still in place in
Tacoma - Placements began in December 2005
- 28 youth were placed in the program in 2006 and 7
additional youth were referred prior to July
2007. - Since January 2007, 8 youth have graduated from
the program
4Multidimensional Treatment Foster Care
- Plans are underway to expand the program
- In September 2007 a new MTFC team from Tacoma is
being trained to provide MTFC to 6 to 11 year old
children through a modified program -
- In addition, discussions are beginning with
provider agencies in other regions to implement
the MTFC program in new locations - The Mental Health Division has developed an MTFC
program in Kitsap County that serves children as
an alternative to long term inpatient mental
health care including to spaces specially trained
to serve foster children
5Project KEEP
- Project KEEP is a less intensive adaptation of
MTFC that consists of training to foster parents
and caregivers on behavior management - Childrens Administration has been approached by
Patti Chamberlain to implement Project KEEP - Discussions are underway on implementing Project
KEEP in one location
6Functional Family Therapy
- Research-based prevention and intervention
program for adolescents and their families which - Targets youth between 11-18.

- Is a short-term, family-based program

- Averages 12 sessions over 4 months
- Treats a range of problems
- drug abuse/use, conduct disorder, family conflict
7Functional Family Therapy
- Available in all 6 Regions in the state
- The FFT program is serving families of
adolescents in FRS, families needing family
preservation, and families with children in
relative or long term foster care - In FFT, 68 families have completed FFT since
January 2007
8Parent Child Interaction Therapy
PCIT is a treatment for parents and young
children (ages 2-7) which emphasizes improving
the parent-child relationship and changing
parent-child interaction patterns In PCIT,
parents are taught specific skills to establish a
nurturing and secure relationship with their
child and methods of appropriate discipline.
PCIT is provided to a parent and child pair over
approximately 20 weeks. Parents are required to
practice the new skills at home with their
child.
9Parent Child Interaction Therapy
- Available in all 6 Regions and client service
began November 2006 - 156 cases were referred between November 2006 and
June 2007 - Families in need of family preservation are the
primary target population children in relative
care or long term foster care may be offered the
service, if caregiver is willing to participate - PCIT is also available as a pre-adoptive service
to families - Currently regions are working to add PCIT
availability in more rural locations such as
Jefferson County, Grays Harbor County, and
Okanogan County
10Incredible Years Program
Incredible Years is a group treatment for parents
of young children (ages 2-7) which emphasizes
improving the parenting skills and use of
appropriate discipline Incredible Years teaches
groups of parents specific skills to use in
parenting their child and methods of appropriate
discipline. The Incredible Years program groups
will last between 12 and 16 weeks. Parents are
given homework to practice at home with their
child.
11Incredible Years Program
- Childrens Administration implemented the
Incredible Years Program in two sites with
services beginning February 2007 - 43 CA referred families were served in the
program since February 2007 - One site continues to provide the service, with
the second site resuming services this fall - Regional staff in two locations (Yakima and
Tacoma) are involved in discussions with
providers about implementing Incredible Years
12Nurse Family Partnership
- Nurse Family Partnership (NFP) is a home visiting
program that has strong research indicating it
can improve both parenting skills and outcomes
for children - The report completed by the Washington Institute
for Public Policy (WSIPP) named NFP as a cost
effective program - To participate in NFP, women must be pregnant
with their first child and be referred prior to
the 28th week of pregnancy
13Nurse Family Partnership
- With new funding resources, Childrens
Administration has provided first year support to
the NFP program in Tacoma - Two girls involved with CA have been referred to
the program in Tacoma - NFP is also available through public health
departments in 9 locations in the state. Over
the past several months, local CA offices have
been renewing referral contacts with those
programs to facilitate referrals of appropriate
cases
14Additional EBP Activities
- Childrens Administration is referring children
to Trauma Focused Cognitive Behavioral Therapy
(TF-CBT) where it is available through community
mental health services and in one location
(Tacoma) has contracted for TF-CBT for children
who do not meet access to care standards - TF-CBT is a therapy for children who have
experienced trauma and who are exhibiting
internalizing behaviors (i.e. anxiety, PTSD,
nightmares)
15Additional EBPActivities
- Childrens Administration is planning for
implementation of Homebuilders in the Intensive
Family Preservation Services (IFPS) program
throughout the state - Homebuilders is an intensive in home program that
is intended to reduce out of home placement of
children - Childrens Administration is currently planning
with the model developer a test of the Promoting
First Relationships program within the
Alternative Response Services (ARS). This
program is currently available to young children
in care through a research grant in Tacoma. - Promoting First Relationships teaches caregivers
of young children (0 to 3 years) skills to
improve bonding and to improve child development
16Additional EBP Activities
- Childrens Administration has contracted in one
location (Yakima) for available capacity in an
existing Multi-systemic therapy (MST) program - MST is an intensive family based therapy which is
effective at reducing the need for children to be
placed in care or at a higher level of care -
- Startup of MST programs usually requires 1
million dollars in resources. Through this
agreement, CA is gaining the opportunity to have
MST without the large financial commitment
17Additional EBP Activities
- Childrens Administration is planning to
implement Aggression Replacement Training (ART)
as part of Behavioral Rehabilitation Services
(BRS) facility based programs. Training will
begin in October 2008. - ART is a skills training program for adolescents
that improves social skills and reduces
aggressive behavior

- Childrens Administration is actively meeting
with Family Preservation Services (FPS) providers
to discuss whether an EBP can be identified for
incorporation into FPS services - Through a grant from the Paul Allen Foundation,
the UW will be assisting Childrens
Administration in training social workers on the
EBP programs and the need to match children and
families to programs
