2I. Strategies on the UN Convention Implementation
- UN Convention was passed from the UN General
Assembly (DEC. 13. 2006) - Signatory State (DEC.1.2007)
- - 117 Countries signed
- - 66 Countries signed the Optional Protocol
- - 7 Countries ratified

4I-2. Implementation and Monitoring reinforcement
- Appointment of focal point in the government
According to the UN Convention article 33 clause
1,
States Parties, in accordance with their system
of organization, shall designate one or more
focal points within government for
matters relating to the implementation of the
present Convention, and shall give due
consideration to the establishment or designation
of a coordination mechanism within government to
facilitate related action in different sectors
and at different levels.

5I-2. Implementation and Monitorin reinforcement
- Reinforcement of National monitoring
According to the UN Convention article 34,
States Parties shall, in accordance with their
legal and administrative systems, maintain,
strengthen, designate or establish within the
State Party. When designating or establishing
such a mechanism, States Parties shall take into
account the principles relating to the status and
functioning of national institutions for
protection and promotion of human rights.
- Following the Paris Principle
- National Human Rights Committees role is
important - Open for participation from Civil society, in
particular - persons with Disabilities and their
representative - organizations

- Reinforcement of International monitoring
According to the UN Convention article 33
There shall be established a Committee on the
Rights of Persons with Disabilities, which shall
carry out the functions hereinafter provided.
The Committee shall consist, at the time of entry
into force of the present Convention , of 12
experts.

- When violating the UN Convention,
- refer to the UN Committee on Human Rights
- Solidarity work with UNESCAP in the Asia
Pacific Region

Welfare in DEC 2006 - ? Announced its effort for the prompt
ratification by the National Assembly - The Minister of Health and Welfares

Convention - The Human Rights Committee in Korea in MAR 2007

- ? Urge the Government and National Assembly
to ratify the UN Convention and sign for the
Optional Protocol
8II. UN Convention in the Republic of Korea
- Promulgation the Act on the Prohibition of
Disability Discrimination and the Provision of
Remedies (in short Disability Anti-Discrimination
Act) (APR, 2007) - Composition 6 chapters and 50 articles
- Contents Human rights of persons with
disabilities and anti-discrimination - Regulation on the prohibition of discrimination
and rights of freedom is coincide with the UN
Convention and described more in detail
9III. Our task
- Establishing The Special Committee on the UN
Convention within RI - ? Performing as monitoring body

- We should monitor the UN Convention
implementation and - urge its ratification by establishing
comprehensive monitoring - committee similar as Committee on the rights
of persons - with disabilities stated in the UN
Convention articles 34.
10III. Our task
- Hold Workshop on the UN Convention implementation
monitoring in combine with RI Regional Conference
- ? Submit the report to the UN

- The Government which ratifies the UN
Convention, is supposed - to submit the report every 4 years. RI, as NGO
sector can also - play a monitoring role by holding a workshop
and preparing - paper work/report

- Raising Awareness and Public Promotion
- ?Developing Human rights education programme
and Public promotion on the UN Convention -

- Regardless of disability or non-disability, it
is important that - public needs to understand what is the meaning
of the UN - Convention and its role. For this reason,
raining awareness - and the human rights education programme is
necessary to - develop for public promotion

- Capacity building of Civil Society and Solidarity
work - ? Establishing Solidarity body among DPO

- Through building a solidarity body with
consisting wide rang - of International and national DPOs, knowledge
and experiences - can be shared and methodology for reinforcing
the UN - Convention implementation can be presented. We
can also - urge it to the countries which are not actively
performing the - UN Convention implementation
