2INTRODUCTION The Central American Sugar
Association (AICA) represents the sugar
industries of Central America, comprising 54
mills in Guatemala, El Salvador, Honduras,
Nicaragua, Costa Rica and Panama. We directly
employ over 350,000 people and have three times
that many whose jobs indirectly depend on the
sugar industry in sectors such as
transportation, agrochemical inputs, financial
services and others. We are leaders in the
sugar world, strive to become ever more
efficient and our competitiveness doesnt depend
on subsidies, favoritisms, proteccionism or
hand-me downs.

in the best field yields for sugar cane
worldwide. Factory 232 lbs. sugar / ton of cane
6Central America has one of the 3 most efficient
sugar loading terminals in the world. The sugar
industry is also a pioneer in energy cogeneration
employing bagasse. Currently, the majority of
mills produce their own power and in many
countries contribute to the grids in each country
an average of 20 of the total energy
consumption.
7CENTRAL AMERICA HAS ACHIEVED A HIGH LEVEL OF
EFFICIENCY AND COMPETITIVENESS WITHOUT ANY
SUBSIDIES, HAND-ME-DOWNS OR GOVERNMENT
FAVORITISMS. AICA FIRMLY BELIEVES REFORMS ARE
LONG OVERDUE AND THAT EFFORTS SHOULD FOCUS ON
ERADICATING THE CONTAMINATION CAUSES BY POLICIES
THAT DISTORT THE MARKET.

MINUSCULE IMPACT OF LESS THAN 1 CENT OF A DOLLAR
PER POUND.

CONSUMPTION. - MORE SUGAR IS SPILLED ON THE
FLOORS OF STARBUCKS CAFES NATIONWIDE! -
UNFORTUNATELY, CAFTA DID NOT GO FAR ENOUGH IN
TERMS OF MARKET ACCESS OPENING.
12Further reforms conducive to enhanced openings
and greater transparency in the U.S. sugar market
are long overdue. Its time for common sense to
prevail.
13WTO AICA has joined the panel against the EU
sugar subsidies regime as a third party in its
appeal phase. Given the lack of progress in the
various rounds, where the Doha commitments are
still waiting to become a reality, our region
sees increased opportunities through the dispute
settlement process.
