Overview

• STAR Chamber is the DCSF Gate Keeper
• Designed to reduce School and LA burdens
• A number of items have been to STAR chamber
  recently
• They have all been published, in various places
• This summary brings them together in one list
• The Memorandum of Understanding( MOU), which
  commits DCSF to minimise changes, applies
• Some decisions reflect this

Items APPROVED by STAR Chamber

• For School Census 2009
• Inclusion of parent/carer address, which is
  needed for ContactPoint
• Inclusion of the new Unique Learner Number (ULN)
• Harmonisation of school nursery hours with
  nurseries in PVI settings
• Schools will report hours instead of sessions

Items Rejected by STAR Chamber

• These were all requested for Census 2009 but
  were rejected under the terms of the MOU
• Collection of absence data for the 6th half term
• Study of the impact on published performance
  measures of including 6th-half-term data
• Collection of data on resits and retakes
• Extension of learning aims to NC years 10 and 11
• This was also rejected on the grounds that this
  part of the census is not yet well established
  for post-16

• These were requested by various local authorities
  but were rejected under the terms of the MOU
• Indication that a child attends a SEN unit or
  resourced provision to be collected termly
• Flag to indicate receipt of Education Maintenance
  Allowance
• Termly data check on looked after children
• Note any item rejected under the MOU could be
  presented again to STAR Chamber at a later date
