3Basic Gender Concepts
- Sex
- Refers to the biological differences social
relations - The sex of a person is
- -Biologically defined
- -Determined by birth
- -Universal

- Refers to the social differences relations
between men and women. A persons gender is
learned through socialization and is heavily
influenced by the culture of the society
concerned. - Gender
- -is socially constructed and is therefore
learned and can be changed - -Differs and varies within and across cultures
over time - -results in different roles, responsibilities,
opportunities, needs constraints for women,
men, boys girls
5- Gender Mainstreaming
- The concept of bringing gender issues into the
mainstream of society was clearly established as
a global strategy for promoting gender equality
in the platform for action adopted at the United
Nations Fourth World Conference on women, in
Beijing in 1995. It highlighted the necessity to
ensure that gender equality is a primary goal in
all areas of societal development. -
6- Mainstreaming a gender perspective is the
process of assessing implications for men women
in any planned action, including legislation,
policies or programmes, in any area and at all
levels -
- It is a strategy for making the concerns
experiences of women as well as men as integral
part of design, implementation, monitoring and
evaluation of policies programmes in all
political, economic social spheres, so that
women mean benefit equally inequality is not
perpetuated.

- The ultimate goal of mainstreaming is to achieve
gender equality. - Mainstreaming is not about adding a woman
component or even a gender equality component
into an existing activity. It goes beyond
increasing womens participation it means
bringing the experience, knowledge, and interest
of men and women to bear on the development
agenda. It may require changes in goals,
strategies actions so that both women men can
influence, participate in benefit from
development process.
8OVERALL,
- The goal of mainstreaming gender equality, is
the transformation of unequal social and
institutional structures into equal and just
structures for both men and women
9- Gender Equality
- Refers to the norms, values, attitudes
perceptions required to attain equal status
between men women without neutralizing the
difference between men women - It refers to the equal rights,
responsibilities, opportunities of men women,
boys girls. Gender equality is not just a
womens issue it concerns men as well.
10- Equality does not mean that men women will
become the same, but that men womens rights,
responsibilities opportunities will not depend
on whether they are born male or female. Equality
between men women is both a human rights issue
a precondition for sustainable people-centered
development. - ALSO ALLOWS FOR MEN AND WOMEN TO HAVE DIFFERENT
EXPERIENCES AND INTEGRATE THEM INTO POLITICAL,
ECONOMIC AND SOCIAL ASPECTS OF LIFE

- Refers to the participation of an equal number
of men women within an activity, an
organization

- Gender Mainstreaming should be promoted both
because it is a matter of equality human rights
and because it provides an important means of
ensuring that development goals are achieved in
an effective, sustainable people-centered
manner - The strong focus on the advancement of women
gender equality resulted into the 189 member
states expressing commitments in very strong
explicit inter-governmental mandates - To implement gender mainstreaming within UNMIK
(KPS CIVPOL), consider the realities of men
women and the potential impacts of planned
activities on them, prior to making decisions on
goals, strategies, actions resource allocations - Gender Mainstreaming is not an end in itself but
provides an approach strategy for achieving
gender equality
13The Mandate
- The mandate is reinforced within the U.N system
through important documents like - a. The Economic Social Council (ECOSOC) agreed
conclusions 1997/2 which provide principles for
gender mainstreaming - b. The Secretary Generals communication on
gender mainstreaming on 13 October 1997 providing
more concrete directives to heads of all U.N
entities - c. The outcome of the 23rd special session of
the General Assembly
14- Points of emphasis within the mandate
- Responsibility for implementing the mainstreaming
strategy is system wide rest t the highest
levels within the agencies, departments, funds
and commission and adequate accountability
mechanisms for mentoring progress need to be
established - Specific strategies should be formulated for
gender mainstreaming establishing priorities - The initial definition of issues/problems across
all areas of activity should be done in such a
manner that gender differences and disparities
could be diagnosed. Assumptions that
issues/problems are neutral from gender equality
perspective should never be made. Gender analysis
should always be carried out, separately or as
part of existing analyses. - Analytical reports recommendations on policy or
operational issues within each area of
responsibility should take gender differences
disparity into account

should be announced in medium term plans
program budgets - Gender mainstreaming requires that efforts are to
include womens equitable participation at all
levels of decision making - Systematic use of gender analysis,
sex-desegregations of data and commissioning of
sector specific gender studies is required - A gender programme training should be provided to
all personnel at headquarters and in the field,
with appropriate follow up and evaluations - Mainstreaming does not replace the need for
targeted, women specific activities nor does it
do away with the need for gender units or focal
points. - Clear political will allocation of adequate
resources for mainstreaming are important for the
transformation of the concept to reality
16Strategy and Mandate
- Gender mainstreaming as a global strategy for
gender will still have considerable work to do
before gender perspectives are routinely
incorporated into all areas of development. - Trying to bring the realities of both men and
women-their contributions, perspectives, needs
priorities- to bear on data collection, analyses
and policy development, planning, implementation
monitoring in all areas requires specific
knowledge and capacity - There may be a need for changes in knowledge on
gender issues and in methods and approaches - Strategy.
- the process of assessing the implications for
