FEMA Temporary Housing Situation Assessment
  • Since the 2005 Hurricane season and due to
    significant public outcry, FEMA has sought to
    dramatically improve temporary housing
  • The use of recreational travel trailers is no
    longer considered a viable option
  • Disabled citizens in Louisiana filed a
    class-action lawsuit in 2006 and since FEMA has
    modified their guidelines to include as much as
    15 UFAS-compliant temporary housing in reserve
    inventories

Temporary Housing Procurement Current State
  • FEMA acquires temporary housing units from
    housing manufacturers and retailers
  • FEMA engages large prime contractors to
    facilitate the installation of these temporary
    housing units in post-natural disaster
    environments
  • Prime contractors in turn hire mid-sized
    contractors who then hire smaller subcontractors
    to perform the work
  • After its intended use, FEMA is responsible for
    repair and/or refurbishment for reuse or sale

FEMA Temporary Housing Financial Assessment
  • FEMA spends 75,000 and above for each installed
    temporary manufactured housing unit (mobile home)
  • On a monthly basis, FEMA pays over 4,200 per
    18-month lifecycle
  • In addition, the current program requires
    significant internal human resources to
    facilitate contracts and manage layers of
    independent contractors and subs
  • After 18 months or longer, FEMA either donates or
    auctions the unit through the GSA in order to
    recover residual value, if any
  • FEMA begins the process again after next disaster

Leasehold Program Proposal
  • A turn-key finance and operations program by
    Storm House, a collaboration of professional,
    FEMA-experienced emergency housing companies
    with manufactured housing units from Forest
    River, Inc. (a Berkshire Hathaway Company)
  • 1,000 or more ruggedized Forest River Park Models
    and/or HUD Code Manufactured Homes including
    transportation, staging, installation,
    maintenance, deactivation and refurbishment
    services
  • Projected monthly lease fees (1,000 unit order or
    above)
  • 3,000 for 2BR ANSI Code Model
  • 3,350 for 2BR HUD Code Model
  • 3,700 for 3BR HUD Code Model
  • 500 units per month transported and installed at
    FEMA post-disaster locations
  • Lease payments are commenced upon deployment of
    units by Storm House. Reduced fees for second
    lease term creates additional savings
