1. INTRODUCTION
Coahuila is the third largest state in the
country, located in the Northeast of Mexico, with
a 512-kilometer border with the U.S. state of
Texas.   The state has 38 municipalities grouped
into 5 different regions according to economic
characteristics and geographic location.   The
Central-Desert Region, is made up of the
municipalities of Abasolo, Candela, Castaños,
CuatroCienegas, Escobedo, Frontera, Monclova,
Nadadores, Lamadrid, Ocampo, Sacramento, San
Buenaventura y Sierra Mojada. This region is
characterized by its metallurgical industry. A
number of large foundries of steel, iron and
aluminum, such as Altos Hornos de México(AHMSA)
and Teksid(FIAT), have established here. This
document presents the potential investor with
general information about the region such as
geographical location, primary economic
activities, infrastructure and basic services,
main educational aspects and quality of life.

3. GENERAL INFORMATION
3.1 Climate
This region is characterized by a dry and warm
climate to very dry and warm climate. The
majority of the precipitation occurs during the
months of May through September.

4. TRANSPORTATION INFRASTRUCTURE
4.1 Airports
The Venustiano Carranza International Airport,
located on the municipality of Frontera, offers 1
flight (Monday to Friday) to the City of
Monterrey, N.L. and 1 flight (Sunday to Friday)
to the city of Piedras Negras, Coah. In addition
it offers a daily international flight to the
city of Houston, TX in the United States.   This
air terminal offers customs and cargo service,
zoosanitary inspection, car rental and other land
transportation services.
4.2 Highways
Federal Highway 57 Connects Piedras Negras,
Sabinas, Monclova and Saltillo, Coah with San
Luis Potosí, S.L.P Querétaro, Qro, and México,
D.F. Federal Highway 53 Connects with
Monterrey, N.L. Federal Highway 30 Connects
with Torreón, San Pedro de las Colonias,
Francisco I. Madero and Monclova, Coah. State
Highway 30 Connects from Monclova to Candela,
Coah. State Highway 111 Connects from
Cuatrocienegas to Ocampo, Coah.

4.3 Railroads
The Central-Desert Region has railway terminals
in the municipalities of Cuatrocienegas,
Escobedo, Frontera, Lamadrid, Monclova, Nadadores
and Sierra Mojada. Their connection with the
National Railway System provides access to ports,
border cities and other important regions in the
country. The Kansas City Southern de México and
the Linea Coahuila Durango company (LCD) are two
privately owned businesses that provide the
service in this region.

5. ECONOMIC ACTIVITIES
The primary economic activities of the
Central-Desert Region are the transformation
industry, commerce, services, construction and
mining. They are distributed in the following
manner
5.1 Industrial Parks
Industrial Parks of the region provide potable
water, drainage, electricity, public lighting,
and telephone service infrastructure.

5.3 Labor
Most labor positions in the region are provided
by the manufacturing, metal-mechanics and
clothing manufacturing industries. The main labor
unions present are Confederacion de Trabajadores
de México(Confederation of Mexican Workers)(CTM),
Confederación Revolucionaria de Obreros y
Campesinos (Revolutionary Confederation of
Workers and Farmers) (CROC) and Sindicato Unico
de Trabajadores Electricistas de la Republica
Mexicana (Mexican Republic Electrical Workers
Union (SUTERM) among others.

All present and future electric power needs in
the Central-Desert Region of Coahuila can be
fully satisfied by the existing facilities.
6.2.1 Cost of contract

6.3 Gas
The Central-Desert Region has an natural gas
distribution infrastructure for domestic and
industrial use in the municipalities of Monclova
and Frontera, the cost of this element is 77.14
pesos per gigacalorie. Liquid Propane (LP)
distribution(via stationary and portable
containers) is available in the remainder of the
municipalities of the region. The cost of this
form of gas is 10.06 pesos per kilo.   Source

6.4 Industrial Buildings
In the Regional Central-Desert a great variety of
industrial buildings for sale or rent exists.
Also, within the industrial parks that are
