A new way to look at our business linkages of
strategic goals and objectives give new insights
6
State is leading/proposing three specific
interagency efforts to improve strategic planning
collaboration
  • Project Horizon
  • Scenario-based interagency strategic planning
  • Global Affairs Dashboard
  • Sharing of data to better inform resource and
    policy decisions
  • State/DOD Strategic Planning Working Group
  • A pilot effort to further align defense and
    diplomacy

7
Project Horizon
8
Project Horizon will bring together USG global
affairs agencies for joint, scenario-based
planning
  • Purpose
  • A unified, repeatable planning process that would
    support both interagency and intra-agency
    planning
  • Participants
  • Will bring USG senior executives, planners, and
policy experts together with academics and
    private sector participants
  • Results
  • Interagency strategies and solutions
    stress-tested for robustness
  • Individual agencies can then customize and use
the scenarios to conduct their own internal
    planning

The effort would enable USG global affairs
agencies to plan jointly for the horizon of
threats and opportunities facing our nation
9
Project Horizon participants will include a range
of USG organizations with global responsibilities

Scenario-based planning is highly inclusive,
future-oriented and focused on prioritizing
strategies
  • Scenario-Based Strategic Planning
  • A methodology by which organizations develop and
test strategies using a systematically created
range of alternative futures or scenarios
  • Scenarios are detailed descriptions of operating
environments that organizations might face 5 to
    25 years in the future
  • The National Intelligence Councils recent
Mapping the Global Future report provides
    examples of scenarios
  • Davos World, Pax Americana, A New Caliphate,
    Cycle of Fear
  • A recognized best-practice
  • Private Sector Royal Dutch Shell, Ford,
    Deloitte, and Merrill Lynch
  • Public Sector US Coast Guard, DoD, Intelligence
    Community

11
Scenario planning generates strategies for the
present based on analysis of the future
  • This approach avoids the incrementalism of
    traditional annual planning

    given regional or strategic area
  • Approach
  • For participating agencies, capture select
    information by country
  • Programs
  • Associated Strategic Goal Linkages
  • Associated Key Contacts
  • Secure, role-based access to data for all
    participating agencies
