Briefing to the Worldwide Joint Training and
Scheduling Conference 13 Mar 2008
2Purpose
- To provide an update to the plenary session of
the WJTSC regarding JFCOM-facilitated discussions
in the Working Groups identified below. For this
conference, 3 new working groups were intiated to
address persistent issues regarding joint
training. - Joint Task Force Headquarters Training and
Readiness - JFCOM Training Support to the Combatant Commands
- JKDDC Stakeholder's Meeting
- Joint Training Architectures Working Group

- Purpose of WG
- Share lessons learned and best practices on JTF
Capable HQ readiness (manning, equipping,
training, readiness reporting) across Combatant
Commands - Determine way ahead for providing JTF Capable HQ
training-related inputs to existing organizations - Issues/Outcomes
- Effective exchange of lessons learned and best
practices across CENTCOM, EUCOM, NORTHCOM,
SOUTHCOM, SOCOM, PACOM, AFRICOM, STRATCOM, and
JFCOM - Recommendations included
- Incorporate inputs to JTF HQ CONOPS (JFCOM will
incorporate into CONOPS) - Consider establishing a standing JTF Capable HQ
Training WG to - Periodically share lessons learned and best
practices across Combatant Commands and Services - Provide JTF Capable HQ training enterprise-wide
recommendations to SLT - Serve as the JTF Capable HQ Training arm of the
USJFCOM-led JC2 Portfolio Management JTF HQ Focus

9WJTSC 08-1 USJFCOM Exercise Support Issue

- Issue 08-xxx JFCOM support to COCOM events in
May 09 and 10 will be challenging with multiple
events executing during the same period. - Discussion During the JFCOM Support to COCOM
Exercise Working Group, FY09 and 10 schedules
were reviewed. It was noted that several COCOMs
had exercises executing during the May time frame
for both fiscal years. JFCOM will have
challenges supporting COCOMs with appropriate
resources to the level required unless COCOMs are
able to move events or de-conflict requirements.
During the Working Group meeting, COCOMs
indicated that they would review schedule and
determine best course of action. - Endstate Ideally, COCOMs would move their events
right or left to de-conflict requirements. JFCOM
will provide best possible support based on
requirements and priorities. - POAM COCOMs review schedules and discuss with
their leadership and advise JFCOM on their
desires by 30 April 08 for FY09 issues and next
WJTSC for FY10 issues. - OPR PACOM, EUCOM, CENTCOM for FY09 issues and
EUCOM, CENTCOM, NORTHCOM for FY10 issues. - OCR JFCOM

All FY09 Goals and Objectives unanimously
approved by stakeholders, to include sustainment
and transition. Issue Decreased JKDDC budget
levels starting in FY09 Discussion FY09 JKDDC
budget is only sufficient to sustain basic
portal/LMS functionality and sustain a low level
of content development and maintenance. It does
not support expansion into advanced training
technologies to improve content quality and
pursue transformational activities for JKDDC
content development and delivery
architecture. Issue Assigning existing
Support Element (JTFS) JKDDC duties and
responsibilities Discussion Although
separately funded / dedicated JKDDC JTFS are not
desired, JKDDC requirements should be addressed
by existing SE efforts.

- Topic Development of COCOM Joint Training
Architecture Views. - Discussion IAW direction provided by USD (PR)
Dr. Mayberry letter dtd 12 Dec 07, Training
Transformation Joint Enterprise Principles we
must ensure that we understand the operational
requirements and architectures before we invest
resources. That direction, coupled with USJFCOM
UCP tasks as the Joint Force Trainer, establishes
the need to better understand wider COCOM joint
training requirements as they fit within the
greater enterprise. Architecture views will
assist in better understanding COCOM joint
training requirements and help us refine the
direction for T2. - As a supporting effort JWFCTD is working with
JSJ7 to enhance JTIMS and the JTS systems of
record to add capabilities to fully map JCAs
through COCOM HITRs to Service UJTLs at
Accredited training Programs. - Recommendation
- Continuing strategic communications -
Socializing concept with COCOM J7s. - Finalize schedule in next 2 weeks (slide
attached). JFCOM assist with all efforts. - Adjust schedule to allow for realities of COCOM
exercise operational schedules. - Continue to leverage JTS/JTIMS collaborative
efforts to max extent possible.
