3THE Report
- Who prepares a report?
- What does it cover?
- Why?
- When is it due?
- What response is forthcoming and when will it
happen? - What assistance is available?
4Who Prepares a Report?
- All teacher education programs leading to initial
licensure - BS (BK), BSEd, and MAT
- BSEd MAT in same area (e.g., English, PE) may
prepare one report
5What does it cover?
- THE Report is a blueprint for development of
the ReVisioned program - ReVisioned program does not have to be ready to
go in Fall 2009 - Blueprint should cover everything the program is
proposing with a timeline for implementation
6Details - 1
- How the proposed program has been re-visioned to
reflect the North Carolina Standard for Teachers
and the 21st century knowledge, skills, and
dispositions embedded in them and the rationale
for the changes (2-3 pages)
7Details - 2
- How public school partners were involved in the
re-visioning of the program and how they will be
involved in the delivery and evaluation of the
program. (1-2 pages maximum)
8Details - 3
- The electronic evidences the institution will use
to demonstrate candidates meet the standards.
(more detail coming after next slide)
9Details - 4
- Timeline for implementation (1 page maximum)
10Electronic Evidences
- What are electronic evidences?
- What purpose will they serve?
- How do we decide what they are?
- How do we develop them?
- How do we implement them?
11Electronic Evidences
In determining the electronic evidences that will
be used for continuing program approval, each
teacher preparation program is to identify 6-8
key evidences for each specialty area to
demonstrate attainment of the North Carolina
Professional Teaching Standards using the Teacher
Candidate Evaluation Rubric. The evidences
must be performance-related, and will be
submitted for review to the North Carolina State
Board of Education for each program completer.
Six evidences are required two additional
evidences are optional.
12The Rubric
131 This evidence MUST be a transcript or passing
scores on the appropriate Praxis II test(s). 2
This evidence MUST be the state-adopted LEA/IHE
Certification of Teaching Capacity.

18Narrative for Each of the 6 8 Evidences
19More on Evidences
- No longer will approval from the State to deliver
a program and recommend a candidate for licensure
depend on a review of the faculty, interviews
with stakeholders, course syllabi, and the like. - Evidence will be candidate performance in areas
that show attainment of required standards
determined by the State.
20Every Candidate Must Submit Required Evidences
- Every summer the institution will electronically
submit all evidences for every candidate
completer for every approved program. - The State will sample completers and external
reviewers will review the evidences to determine
if the programs completers are demonstrating
attainment of required standards, elements, and
descriptors.
21Final Word (today) on Evidences
- Western programs may decide to have common
evidences for 3, 5, and 6 and will be deciding
on that this semester. - Evidence 1 (transcript) and 4 (new Exit Criteria)
are determined. - All programs should be thinking about what
Evidence 2 will look like for their program.
22How Do We Decide on Evidences?
- An institution may have common evidences for all
candidates for ALL programs. - An institution may have common evidences for all
candidates in A GIVEN PROGRAM or FOR EACH
PROGRAM. - An institution may have some common evidences for
all programs and some unique evidences by
program.
23Evidence 2
- Content Knowledge Evidence that demonstrates
candidate depth of understanding and application
of content knowledge in the specialty area. - This evidence will be unique to each program.
24Content for Evidence 2
- Electronic evidence 2 must focus on content
(scholarship), not pedagogy. - For B-K, appropriate content is child
development, policy, interagency service
delivery, and the core subjects (English, math,
science, social studies, art - For elementary, appropriate content is the core
subjects (English, math, science, social studies,
arts) - For Reading, appropriate content is linguistics,
psychology of reading, reading disabilities - For EC, appropriate content is EC laws, current
policies, definitions, and the core subject
(English, math, science, social studies, arts) - For ESL, appropriate content is linguistics
- For AIG, appropriate content is discipline
specific content
