1Who is what?
FOREIGNER a person who is not a citizen of the
country in question
IMMIGRANT a person moving from one country to
another. A general concept which applies to all
migrants with different reasons for moving.
ASYLUM SEEKER A person who asks for protection
from and right of residence in a foreign country.
The applicant is not yet a refugee.

REFUGEE A person who has well-founded fear of
persecution for reasons of race, religion,
nationality, membership of a social group or
political opinion.
REFUGEE Refugee status is granted to a person
who is granted asylum by a state or who is
declared to be a refugee by UNHCR.
QUOTA REFUGEE a person whom UNHCR has granted
refugee status and who has been granted an entry
permit within the budgeted limit of the refugee
quota..

MIGRANT A person who moves from one country to
another in order to build a new life in a new
country. Emmigrant or immigrant.
SIIRTO-TYÖNTEKIJÄ an immigrant who earns a
living in another country, but will not remain
in the country permanently
INTERNALLY DISPLACED PERSON IDP a person who
has had to flee the safety of his /her home, but
hasnot crossed the borders of his home country
4What is a refugee camp?
- When a refugee seeks safety in a neighbouring
country, he/she usually arrives at a refugee camp - Refugee camps are run by UNHCR. The camps are
established when the number of people seeking
protection in an area grows. - The stay at a camp can take years
- The majority of refugees (90) live in camps that
are in developing countries
5Who are the quota refugees?
- Of the 191 member states of the U.N. less than 20
have established annual resettlement quotas - A quota refugee is a refugee when arriving in the
country, he/she is not an asylum seeker - Refugee status is granted by UNHCR
- The Finnish authorities responsible for refugee
affairs choose the refugees arriving in Finland
together with UNHCR

7Who is an asylum seeker?
- Asylum seeker is a person who when arriving in
e.g. Finland seeks asylum in Finland - An asylum seeker is granted refugee status if
he/she has evidence that proves he / she has
reasonable cause to face persecution - If the decision is negative, the applicant
usually must leave the country - During 1990-2004 33,324 persons have sought
asylum in Finland - - 9,739 has been given asylum or residence
permit - In 2004 3861 persons sought asylum in Finland
- - asylum was granted to 800 persons
8The solutions?
- The best solution for refugees is the return
home, if the circumstances there allow it and the
return is voluntary - If return home is not possible, integration into
the country that has provided asylum should be
assisted. Usually this is the neighbouring
country
