Government IT Profession frameworks Government
IT Profession e-Government Unit, Cabinet
Office August 2006
2
The Value of Skills Assessment
  • Organisations use skills assessment to
  • Understand what skills are available
  • Identify which skills are needed to deliver
    objectives
  • Assess the gap between skills available and
    skills needed
  • Define options for closing the skills gap
    including recruitment and developing staff

3
The Benefits of Skills Assessment
  • The benefits of skills assessment include
  • Accurate and complete picture of the skills
    available for deployment
  • Support for manpower planning
  • Clear understanding of the degree of risk to
delivery through lack of essential skills
  • Opportunity to close the gap between skills
    available and needed

4
The 4 stages of skills assessment
  • Skills assessment can be done either at
    individual or organisational level
  • The four possible stages to skills assessment
    are
  • 1. Defining organisational need
  • 2. Describing job roles
  • 3. Self assessment against role description
  • 4. Discussion of self assessment

5
Defining the skills the organisation requires
  • Principles
  • The Government IT Profession provides skill and
competency frameworks to support all stages of
    skills identification, analysis and assessment
  • The government IT Competency Framework provides
    organisations with a clear, straightforward
structure and maps directly to the skills
    framework
  • The Skills Framework is based on Skills Framework
for the Information Age (SFIA) - the UK industry
    standard best practice framework

6
Government IT Profession Competency Framework
7
Government Core IT Profession Skills Framework
based on SFIA v3
8
Defining the skills the organisation requires
  • Approach.
  • Organisational analysis starts with understanding
the high level outputs of the organisation and
    how IT contributes to them
  • The IT Profession Competency Framework is used to
identify which broad competency group(s) are
needed to support and deliver the outputs
  • 2. The IT Profession Skills Framework is used to
identify at the detailed level every skill that
is needed in each competency group
  • 3. The result is a view of the competencies, and
the skills within each competency, that are
required to deliver the organisations objectives

9
Describing job roles
  • Principles
  • Use the results of the organisational analysis to
    build specific roles required
  • A role may have any number of skills
  • deeply technical or specialist roles may require
small numbers of skill in depth
  • management roles will require a greater number of
skills in breadth and at varying depths

10
Skills Record Sheet
11
Describing job roles
  • Approach.
  • Define the outputs required of each role
(objectives and targets) in sufficient detail to
    identify
  • The competency group which applies to the role
  • The specialist and technical IT skills that
    apply to the role
  • The level of each skill needed to deliver
    defined outputs
  • Record the results against the role title (the
Skills Record Sheet can be used for this)
  • The role description, targets and objectives and
Skills Record Sheet together are the basis for
the job description and can be used for
recruitment and for performance management and
    appraisal.

12
Describing job roles
  • Outputs
  • Matching roles against the skill and competency
    framework will clarify
  • The purpose of the role,
  • Role targets and objectives
  • The Competency Group that applies to the role
  • The attributes, skills and the level of skills
    needed to deliver 1. 2.
  • Together these are the basis for the job
description and can be used for manpower
    planning, recruitment and for performance
    management and appraisal.
