State and Local Govt. levels use the same facts
to manage and assess the economy.

manipulated to benefit elites within and outside
government through under-the-table deals. - Reduce the probability that programmes started by
one administration are not easily abandoned by
new administration. - Ensure that arbitrariness is eliminated in
policy-making. - Ensure that minor societal problems dont attract
attention more than serious ones. - There is therefore the need to develop a
statistical system to produce good statistics
