Statistics and Democratic debate
  • Democratic debates that are based on good
    statistics will help to
  • Identify societal problems that need attention.
  • Design programmes to eradicate problems.
  • Select appropriate actions to eradicate problems.
  • Forecast future situations based on chosen policy
    actions.
  • Provide bases for monitoring programme
    implementation.
  • Provide bases for evaluating programme outcome
    and impacts on society.

15
Open debate and good Statistics
  • Open debates based on good statistics lead to
    policies that
  • Ensure equity.
  • Guard against special interests and corrupt
    individuals hijacking the decision-making
    process.
  • Limit gains of policy actions going only to
    unintended beneficiaries.
  • Households and Producers make rational
    consumption, savings, and production plans.
  • Ensure good governance as politicians, the
    electorate, public servants, private sector
operators, and other stakeholders at the Federal,
State and Local Govt. levels use the same facts
to manage and assess the economy.

16
Open Debate and Good Statistics Contd.
  • Ensure that polices and programmes are not
manipulated to benefit elites within and outside
    government through under-the-table deals.
  • Reduce the probability that programmes started by
one administration are not easily abandoned by
    new administration.
  • Ensure that arbitrariness is eliminated in
    policy-making.
  • Ensure that minor societal problems dont attract
    attention more than serious ones.
  • There is therefore the need to develop a
statistical system to produce good statistics
