- e-Skills Forum and other activities concluded
with prelimenary results - e-Skills discussion driven by a group of
commercial vendors of certificates - Activities to introduce standards to
qualification mainly driven by commercial
interests - Qualification as an instrument to create
employment is reduced to commercial aspects of a
certification business.
4Current Conclusions
- The EU could not meet its employment policy
targets formulated in the Lisbon Declaration. - Given the economic situation, there should be
no further waiting for initiatives from the
industry. - It is up to politics and the Social Partners to
secure the future of Europe as an IT location. - The issue of e-Skills play a pivotal role in
this process.
5Current Conclusions
The situation is aggravated by the fact that
neither transparent structures have been set up
in order to move towards mutually shared
standards in IT qualification nor the issue of
IT qualification has been linked to a political
process with clear and accountable objectives.

Missing are concerted activities on a European
scale
that incorporate relevant stakeholders which is
absolutely essential to build acceptance on
national levels that help to translate policy
targets into operational objectives taking all
relevant perspectives into account that deduce
an action plan that includes evaluated and
validated results to forge a European e-Skills
Framework.
