    efforts to enact international health measures.

    health issues led to non-health diplomatic

  • Emerging paradigm for a comprehensive
    understanding of population vulnerability global
    perspective

  • Complex concept with several strands and levels
    of meaning, encompassing two major ideas.

    quality of life.

  • Human security is key to this perspective aiming
    at reducing population insecurity relating to
    fear, want and health threats by improving health
    services, societal preparedness, surveillance and
    mechanisms of response
  • Health Diplomacy has a long history and should be
    strengthened
  • Such a framework would complement the EU approach
    to the core challenge to reduce communicable
    disease and health inequalities, improve
    prevention, narrow health gaps
  • Such a framework would help reduce gaps within
    and between countries and complement the work of
    national health systems.
