- Health Diplomacy tends to refer to diplomatic
efforts to enact international health measures. - From a disaster diplomacy perspective, examples
are sought of where efforts on international
health issues led to non-health diplomatic
outcomes. - Health issues other than disease can be linked to
diplomatic efforts.

- Emerging paradigm for a comprehensive
understanding of population vulnerability global
perspective - Challenges traditional notion of national
security argues that the proper focus for
security is the individual rather than the state - Contends that people-centered security is a
necessity for national, regional and global
stability and that threats to health security
anywhere and everywhere are greater for poor
people in rural areas, particularly children. - Poverty based vulnerability results from
malnutrition, lack of medicine, clean water and
other necessities for healthcare.

- Aims to guarantee a minimum protection from
disease and unhealthy lifestyles. - There are specific roles in health protection
development to provide research-based information
to policy-makers for the formulation of policies. - There is a need for increased institutional

expressed by policy supportive of an acceptable
quality of life. - Second social development and health development
are dynamically interrelated in complementary or
in reciprocal ways social development promotes
health / a healthy population is essential for
social and economic development.

- European citizens expect to be protected against
illness, disease and disaster - Live in a clean environment, earn a living in a
safe workplace and have access to the basics of a
life with dignity - Human security is key to this perspective aiming
at reducing population insecurity relating to
fear, want and health threats by improving health
services, societal preparedness, surveillance and
mechanisms of response - Health Diplomacy has a long history and should be
strengthened -
- Such a framework would complement the EU approach
to the core challenge to reduce communicable
disease and health inequalities, improve
prevention, narrow health gaps - Such a framework would help reduce gaps within
and between countries and complement the work of
national health systems.
