AIAA TCM 3/11/03 Wrap up of Current Investment
Activities

• I was requested to discuss the results of the
  aggregation of information from the current
  Investment activities.
• The task required responses to be collected and
  integrated to provide a picture of the whole
  effort.
• Not an overly difficult task but one requiring
  many pieces to fit together
• Current efforts to get participation for
  submittal of data have not met with success.
• Numerous calls have either gone unanswered
• Many incomplete responses

Wrap up of Current Investment Activities

• Some suggestions for disposition of the material
• Make the data available on the TCM web site for
  members
• Publish individual rows of data (seems
  incomplete)
• Other ideas?
• This is a challenging time for our membership
  with many changes since 9/11/01.
• I have tried to examine the challenges so we can
  learn from this experience.

Lessons Learned

• Organizational Structure
• Due to the press of work coordination is very
  challenging
• We need updated lists for communication and kept
  reasonably current
• Working activities after the meeting does not
  appear as productive
• We may want a working session in conjunction with
  our TCM
• Project scope
• The project scope may have been larger than
  anticipated
• Future projects may be limited in scope and scale

• The development of a publishable paper may
  present a challenge
• I Dont think we got to this phase
• We may want to have several viewgraph
  presentations to our membership as a way of
  refining topics or adjusting scope
• Work incrementally for a series of short
  presentations or articles
• Do we need a different or broader set of topics
  with variety of interest
• We started a discussion in Savannah Ga.

Program Management Agile Methods

• Program Management Agile Methods refers to
  processes, methods or procedures that can be used
  on a variety of sizes of programs and which are
  scalable.
• Agility also includes flexibility and
  adaptability.
• Small program techniques would be highlighted
• Discussion of Good practices and techniques
  from industry and government may be identified
• Focus may be on management techniques and on the
  integration of IT tools and their implementation
• Web Portals and Digital Dashboards
• This topic would result in a 30 minute viewgraph
  presentation
• This topic would result in a 3-5 page paper.

Program Management Development and Mentoring

• Program management development and mentoring is a
  timeless subject. This paper would allow
  government and industry to discuss evolving needs
  in PM from a practical perspective.
• AIAA members in the consulting arena may want to
  take the lead and espouse new techniques
• TCM maw want to interact with Defense Acquisition
  University (DAU)
• An interview with Senior Industry leaders may be
  appropriate
• This topic would result in a 30 minute viewgraph
  presentation
• This topic would result in a 3-5 page paper.

Management Lean and Six Sigma Concepts

• The application of Lean and Six Sigma to the
  Aerospace industry has primarily been focused on
  the operations and manufacturing arena
• A brief review of the program management methods
  that have been implemented in response to Lean
  and Six Sigma
• This topic would foster communications with other
  TCs and promote the synergy that Carolyn G. was
  encouraging
• This would be a topic for internal discussion in
  the TCM and can facilitate interaction
• A 30 minute briefing at the fall meeting is
  proposed

Reflections on Outsourcing Concepts

• A survey of perspectives on resource outsourcing
  is proposed.
• An interview of government, industry and Academia
• Have perspectives changed from 5 years ago when
  outsourcing was highly promoted?
• Have savings been realized?
• Can we really have better, faster, cheaper?
• What has been the impact on services and service
  companies.
• This topic would result in a 30 minute viewgraph
  presentation
• This topic would result in a 3-5 page paper.

Science and some Art

• This would be an interview piece
• An interview with Senior Industry leaders in PM
• Getting their thoughts and vision of the future
• This topic could include a case study of one
  special project and the challenges presented
• Risks , Challenges, and Lessons Learned may be
  interesting to identify.
• A survey and questionnaire would be developed
• A group of 3-5 members would participate in
  discussion, compilation of information and
  presentation.
• A paper would be the primary result of
  approximately 10 pages.
