P224 Overview

• Partial FMS 224 (P224) is the transitional tool
  Federal Program Agencies (FPAs) use when becoming
  GWA reporters
• The P224 application sends data to GWA and GWA
  passes the data to STAR (Central Accounting
  System)
• In the future, agencies will no longer report
  transactions on P224
• The reclassification tool will be developed to do
  real time reclassification of their Treasury
  Account Symbols and activity type

• Reduction of on-line entry by copying repetitive
  data fields
• Ability to process transactions on-line via the

How is it different from FMS 224?

• FMS 224
• Section 1 - classify and reclassify transactions
• Section 2 - report IPAC, TDO Payments (RFC Agency
  Link information)
• Section 3 - CAHLINK transactions
• P224
• If needed, agencies only need to use section 1 of
  the P224 to do transaction reclassification
• Transaction will be reported for you depending on
  which Source Systems have been implemented to
  report the GWA Way

Online Interface System

• The Partial 224 Online application contains four
  sections (tabs)
• Section 1 Reclassifications
• Section 2 Payments
• Section 3 Collections
• Section 4 the Information tab
• The Preparer is able to enter data into Sections
  1, 2, and 3 based on the type of transactions the
  agency reports combined with the implementation
  of each source system as GWA Reporter
• IPAC currently implemented
• RFC Payments (TDO Payments) currently in
  Piloting phase, GWA Reporting capability starting
  October 2009
• CAHLINK (TRS) - 2nd Quarter 2008
• Implementation of source systems allows
  sections/lines of the Partial 224 application to
  be enabled or disabled
• The Balance section is informational only

• Download in CSV or text formats
• Print P224 Statement of Transaction Report
• System calculated totals and sub-totals
• Transmit the P224 file to STAR
• To untransmit a P224, call the GWA Help Desk at

• Submit supplemental reports if authorized
• To authorize a supplemental, call the GWA Help
  Desk at 202-874-8270
• Scales that display balance conditions
• Interactive edits
• Historical data available on-line

Partial 224 Sections

• When all source systems are implemented,
  agencies will only need to report
  Reclassifications in Section 1. Until then, FMS
  is bringing on source systems one at a time
  starting with IPAC, then TDO Payments, and
  finally CAHLINK II.

P224 Fiscal Year Enhancement

• The account structure currently entered in FMS
  224 report allows for one character per fiscal
  year (maximum of three characters for multi-year
  including a slash)
• To avoid confusion and accommodate for accounts
  with fiscal years that span beyond a decade, the
  account structure in P224 will require four
  characters per fiscal year
• For example, account "206/71234" will need to be
  entered as "202006/20071234".

• Examples
• Single Fiscal Year 4 digits 0520010107
• No year account "X" 05X0107
• Multi-year account 9 digits  051999/20000107

• This section is informational only. It display
  information such as ALC, Report Month, Report
  Type (Original or Supplemental), Process Method
  (Online or Bulk)

  submit their FMS-224 via bulk transfer using a
  properly formatted text file
