- Terrorist sprays mens bathroom with a fogger
containing smallpox major, located behind the
Ford Section grandstand, gate 8 during the 1st
leg of the race. - Suspect apprehended along with the fogger and
admits to using Variola Major.

- Suspect known only as Dr. Douche bag is
believed to be associated with several
Eco-terrorist and environmental racist groups
throughout the United States. Often uses Healthy
Carolinians as a cover for his terrorist
behavior.

the fogger into the stadium. This method appears
to be his trademark signature since this method

County Health Department and Emergency Management
Director. - Speedway security seals off mens bathroom.
- Race is continued at this point and time to
prevent hysteria.

Charlotte Mecklenburg Health Director due to the
fact that they have more resources readably
available and are better prepared to handle this
situation.

- Charlotte Health Director arrives and is
positioned in the clubhouse after discreet
evacuation of the clubhouse. Located at gates 5A
and 5B. - Health Director notifies the Regional Response
Team 7, local law enforcement, 514th Military
Battalion, 4th Marine Expeditionary Battalion,
emergency personnel, Red Cross, CDC, CDC Epidemic
Intelligence Service officers, US AMIRD, North
Carolina Highway Patrol, FBI, Mayor of
Mecklenburg and Cabarrus Counties and Governor of
North Carolina.

- State Patrol officers are stationed at
- 40 at the head of section J of the General Motors
section. (20 at each level) - 2 at each gate (gates 4-8)
- 3 at the AA Ford Section.
- EMS placed at each gate 4-8 for injury control.
- Duke Power Trucks placed at each gate 4-8 used
for diversion.
16Evacuation Procedure
- All security is in place prior to evacuation of
all sections excluding General Motors and Ford
sections. - Lights on turn 3 are shut down by electric
personnel. - Announcement is made over the intercom Due to
technical difficulties the race must be
postponed. Please exit through the nearest gate.
Persons in General Motors and Ford sections
please stay seated. Until personnel secure the
area. Sorry for the inconvenience.

- At each exit gate an information card is handed
out and each person is told to send this
information card back through the mail to receive
free tickets to another race.

- Directly following the announcement the 40 state
patrol officers proceed down the bleachers in the
hot and warm zones. 20 for each level. - Persons in Ford and General Motors sections are
notified why they are being held directly after
evacuation of cold zones. Persons are also
notified that the chemical released is not
identifiable at this time.

- Garage and pits are evacuated so that persons in
Ford and General Motors sections are moved to
this area to be contained.

- Regional Response Team 7 (RRT 7) arrives an hour
and a half after notification. - Sample taken from the terrorist foam sprayer and
is taken by FBI to CDC Laboratory in Atlanta GA
for identification. - Smallpox is confirmed 4 hours later.

- All available resources arrive and begin their
assigned duties - EMS positions themselves at garage and pit
area. - CDC is positioned in garage and pit area.
- Military is positioned around the garage
and pit area to secure the place. - (all personnel have already been vaccinated
for smallpox)

information sheets for follow up.

- Prodrome headache, fever, muscle pain, nausea,
vomiting, backache. - Rash
- Persons to person transmission after rash has

- Clothing is provided by NASCAR and Concord Mills
Mall. - Needed upon basis sleeping bags and other
accessories are provided by Bass Pro Shops at
Concord Mills Mall.
26Evacuation and Decontamination
- Upon confirmation of Variola Major, CDC flies
in four helicopters - -22 personnel (one for each section) each
equipped with a Ped-O-Jet vaccination device and
appropriate units of vaccination -22 personnel to
decontaminate the area -

- Victims are asked to place clothing into
biohazard bags for later disposal. - Incineration
- Chemical disinfections
- Steam sterilization
- Personal items are bagged and labeled for
subsequent decon and returned later. -

- Following decontamination of persons they are
clothed and personal information is taken and
they are removed from the Speedway and sent home.
29Home Land Security Announcement
- ABC and NBC are contacted to make announcements
about the smallpox release, and inform the
general public that if persons at the Winston Cup
race on May 17th start to show symptoms to seek
immediate medical attention.
30Victim Observation
- Victims are contacted within two weeks to ensure
symptoms have not been displayed. - This is continued for a month.
- Any family members or persons who have been in
close contact with persons that have already been
vaccinated but show signs are directed to local
health departments for vaccinations.

- Due to common adverse effects, all persons
vaccinated are briefed on symptomology and
importance of treatment. Surveillance of
vaccination sites is explained and local
hospitals are contacted to provide supportive
care.
