European Funding
  • The European Union provides funds to promote
    economic development and social inclusion through
    a series of inter-related funds known as
    Structural Funds.
  • The European Regional Development Fund (ERDF),
    is aimed at reducing regional imbalances and
    supports activity which leads to job creation
    through investment in infrastructure,
    businesses,the environment, tourism and community
    economic development.

CWM ERDF PROJECT
  • In 2004 the University of Central Lancashires
    Centre for Waste Management received European
    funding (ERDF) within the Objective 2, Priority
    1 sector - to help SMEs in eligible areas of
    North and West Lancashire.

Objective 2 Programme
  • Aims to promote economic and social convergence
    in areas undergoing socio-economic change in the
    industrial and service sectors.
  • The Programme will operate within parts of
    Greater Manchester, Cheshire, Cumbria and
    Lancashire
  • It addresses the Regional Economic Strategy (RES)
  • which will drive regional level Objective 2
    activity.

    opportunities and sustain their growth through
    waste minimisation and recycling

Fully Eligible Areas and Transitional Areas
  • Fully eligible and transitional areas are
    designated by geographical location.
  • Transitional areas are those which qualified for
    funding under in the period 1994-1999 but not in
    the new Objective 2 status.

Which Firms Did We Assist?
  • Small and medium sized firms in Preston,
    Blackpool, Lancaster, Chorley, and parts of Wyre
    and West Lancs.
  • Both new firms and those that are well
    established were assisted.

What Has the CWM done?
  • The CWM team has promoted the project to eligible
    target companies.
  • Interviewed the owners/MDs the companies.
  • Assessed the needs of the companies.
  • Created programmes of support activities.
  • Performed agreed support tasks.
  • Secured sub-contracted specialists when required.
  • Built relationships with networks of business
    support organisations that could provide
    specialist assistance.

What Has the Project Delivered?
  • waste environmental audits,
  • environmental policy statements,
  • energy reviews,
  • asbestos surveys,
  • Waste Awareness Certificate (WAC )qualification
    of the Chartered Institution of Wastes Management.

What has the CWM achieved?
  • Over 70 small and medium sizes enterprises have
    been assisted.
  • 35 new jobs created.
  • 49 jobs safeguarded.
  • 5,903,325 sales have been safeguarded.
  • 3,383,800 increase in sales has been achieved.

What Have We Learnt ?
  • Bearing in mind that each companys
    requirements are different, there should be
  • Rapid response
  • Continuity of contact
  • Follow-through activity
  • Regular monitoring

We Should Remember That
  • Not all measures and objectives can be calculated
    the true implications of the project can only
    be highlighted by speaking to the companies
    involved.
  • Enterprises did not become involved in the
    project because it was free, but because of the
    knowledge and expertise it provided them with -
    and that environmental concern and waste
    minimisation were important to them.

    awarded a second ERDF grant of 1.3m, to develop
    the North West Centre for Waste Management ( NW
    CWM)

    especially those linked to advanced RD and
    knowledge transfer initiatives.

The NW CWM will facilitate the following
  • Network opportunities involving B2B (business to
    business) knowledge exchange activities.
  • Knowledge dissemination via Waste Awareness
    Certificates.
  • Access to relevant case study material.
  • Access to facilities and academics within NW
    Universities.
  • Development and Maintenance of a web portal
    environment 4business(e4B) designed for
    businesses in the North West.

NW CWM will provide access to the following
  • advisors to establish the need of the SME,
  • to other projects within the region specifically
    DESIRE 2, ENWORKS but also NISP (National
    Industrial Symbiosis Programme)
  • assistance in the development and implementation
    of environmental policies and environmental
    management systems,
  • specialist audits, reviews and assessments,
  • support in the implementation of the action plan.

NW CWM will provide access to the following
  • provision of dedicated storage system for
    environmental documents,
  • advice in identifying, planning and funding
    research projects,
  • support in identifying Knowledge Transfer
    Partnerships (KTPs),
  • development and provision of support programmes
    through the Internet (accessible via a
    web-portal),
  • an innovative piece of 3D software to support the
    understanding of waste minimisation.

  • The project will be delivered at the
    University of Central Lancashire and at the
    locations of the partners across the region.
  • At the University of Central Lancashire there
    is a dedicated CWM Resource Room
