the local resources of under-developed
micro-regions of the Romania-Serbia cross-border

8ACTIVITY II Human resources management STAGE I
Detailed job descriptions for each person
involved in the project, elaborated with the
participation of all the persons involved in the
project. STAGE II For specialists needed in
some specific project activities will be
organised a selection process based on the job
descriptions and personnel selection specific
procedures (interviews, portfolios). STAGE III
Training of the project team including project
presentation management of the European Union
funded project implementation (especially payment
and reporting procedures), in order to create a

9ACTIVITY III Acquisition of equipment, furniture
and subcontracting activities Furniture and
equipment are destined for the Centre of
Resources and the Info point. Services are
concerned with the renovation of the building
where the Centre of Resources and the Info point
will be located. Services will be contracted for
each activity to provide the necessary materials
for the good implementation of the project
(organization of activities, typing the materials
elaborated in the project, translations,
evaluation and auditing etc.). Thus, there will
be prepared acquisition files for each budgetary
line with a strict respect for the acquisition
procedures from EU funds (specifically for each
partner PRAG for Romania and specific for CARDS
programme in Serbia).
10ACTIVITY IV Analysis of potential from the
micro-region Traian Vuia, Romania, and
micro-region Kanizsa, Serbia To identify the
economical, social, cultural, educational and
tourism potential of cross border regions and
outline the strengths and weaknesses of the
region. It provides to investors in tourism and
connected activities information about the
economical, social and educational environment in
the region where they decide to invest. It is a
working tool for the Centre, for consultants, for
experts and for entrepreneurs. It is is
elaborated by the group of local development of
tourism GLDT (representatives of local
authorities, educational, social and tourism
organizations, participants to training in
strategic management, project team and
consultants). Each micro region will have its own
GLDT. After the elaboration of the Strategy for
tourism development, a work group for the
elaboration of Strategy for cross-border
cooperation in tourism will be selected in each
micro-region. The Potential Analysis will be
translated in Romanian, Serbian, Hungarian and
English languages.
11Potential Analysis include Infrastructure,
Business infrastructure, Environment and habitat,
Industry, Services, SMEs, Agriculture, Type of
property, Tools in equipments and tools in
Agriculture, Social issues, Social services,
Social assistance, Labour market (jobs and
unemployed people), Educational infrastructure,
High-schools, Universities, Vocational training,
Culture and cultural heritage, Folk tradition and
folk traditional craftsmanship, Tourism
potential. The GLDT will work in four teams. The
Analysis and Strategy will be presented during
four public conferences, and will be posted on
the project web site content, translated in
Romanian, Serbian and English. Expected results

languages (Romanian, Serbian and

12ACTIVITY V Creation of the Centre for Resources
for the development and promotion of tourism Two
Centres for Resources (one in Dumbrava and one in
Tetovo Selo) will be created to ensure a
sustainable development of tourism in the two
micro-regions.They will have an Info point for
tourists, office and a conference room. Stages
in Centre creation Rebuilding of the Centre
location, Equipment of with furniture, IT and
office equipment, Creation of database with the
necessary information for the Centre activity
creation of Centre web page, Hiring of necessary
personnel for the Centre of Resources, Opening of
the Centre of Resources and the Info
point. Functions of Centre Assistance and
consulting for tourism companies, individual
entrepreneur Information Training for people
who work in tourism or who intend to start a
business in this field Promotion of the
micro-regions Permanent collaboration with the
Group for Local Development of Tourism.
13ACTIVITY VI Creation of the group of young
volunteer guides Selection of 10 young people
from the localities of each micro-region, they
will form a group of local tourism guides.
Training seminar on The tourism potential of
the community or the micro-region, Information
about the guide activity, Ecology and tourism,
Activity evaluation. Practical presentations of
ech member of team.The young guides will sign a
volunteering program with the Centre of
Resources, which will ensure the management of
their activities. Eco-cleaning of the tourism
tracks. There will be two actions (in spring, in
order to prepare the tourism tracks, and in
autumn, after the summer tourism season). After
one year of experience as volunteers, the guides
can sign remunerated contracts with the Centre of
resources and will automatically enter in the
database of services offered to tourists.
14ACTIVITY VII Training program Addressed to
managers that work in rural tourism and connected
services, as well as people who intend to start a
business in rural tourism, in order to provide an
efficient management of businesse and a better
quality of the services. Themes Types of

concepts Relation with financial and banking
management financial sources for rural tourism
activities Practical application visitation of
service suppliers in tourism of rural area from
the cross-border partner region by the course
participants experience exchange analysis of
concrete situations. Activity evaluation. Due to
the differences between the two countries, each
applicant will organise its own training
session. The participants in the training course
will be selected with the help of the project
partners.
15- ACTIVITY VIII
- The Golden Spoon gastronomy festival in Tetovo
Selo - promotion of rural tourism, local customs and
tourism services. - 5 teams of cooks from each micro-regions cooking
traditional dishes - exhibition with traditional products
- Gulas evening, artistic event where and the
best teams will be awarded with the Wooden
Spoons and the Golden Spoon - The manifestation intends to attract as many
tourists as possible to the area and to promote
it. - The festival will become traditional and will be
organised every year from personal resources
16ACTIVITY IX Festival of song and dance of the
minorities from the Traian Vuia
micro-region Organised for the promotion of
tourism in Traian Vuia, a multicultural and
multiethnic space, to encourage the participation
of numerous tourists in the area, including from
the Kanizsa partner community. Bands of amateurs
and professionals from the micro-region and from
Timis County will take part in the
festival. Symposium Multicultural and
multiethnic traditions in Banat area to which
specialists from Timis County will be invited to
take part and present papers. The festival will
become traditional and will be organised every
year
17- ACTIVITY X
- The guide book of the business in rural tourism
- Ellaborated to facilitate easier access to the
business market, it will have 2 versions A guide
book for the Romanian business and a guide book
for the Serbian business. The guide book will be
prepared in Romanian, Serbian and English. - The business guide includes informations for
potential business investors about - Legal advice to start a tourism enterprise
- Commercial and financial laws
- Local rules for implementing a business
- Information about banks and bank regulations
- Printed in 1200 pieces, 400 for each language.
18- ACTIVITY XI
- PROMOTION ACTIVITIES
- Press releases for all the project
implementation stages and press conferences,
project promotion shows on the local radio and
televisions, - Seminar for the promotion of project in the
local community - Elaboration and printing of a project leaflet,
of banners and posters for the main activities of
the project project internet site. - SEMINAR FOR THE PROMOTION OF THE PROJECT,
Participants entrepreneurs, managers,
representatives of the community, nongovernmental
organisations, youth clubs, educational
institutions, representatives of the local power
and mass media. - Bilingual FLIERS, two kinds of BROCHURES in
Romanian and Serbian (one presenting the results
of the project and one for rural tourism in the
cross-border area involved in the project),
TOURISM MAP for each region. - Other promotion materials, brochures and
leaflets on tourism objectives from the
micro-regions, printed in the language of each
participant country and in English.
