What is QMAS?
  • The Quality Management and Analysis System (QMAS)
    is a new national system that will support the
    Quality and Outcomes Framework (QOF).
  • The QMAS key functionality is
  • Aspiration Data Handling
  • Achievement Data Handling
  • Reporting at the following levels
  • Practice
  • NHS Board
  • Aggregated to a national level

How will data get into QMAS?
  • Achievement data for the clinical domain will be
    submitted automatically on a monthly basis from
    GMS Certified GP clinical systems to QMAS. THE
    PRACTICE DOES NOT NEED TO DO ANYTHING!
  • Practices that DO NOT have a GMS Certified GP
    clinical system can submit clinical achievement
    data manually using the QMAS web-forms.
  • All practices can submit ad-hoc clinical
    achievement data as frequently as they wish.
  • NOTE If you have a GMS Certified GP clinical
    system you generate reports on your clinical
    system NOT on QMAS.
  • Achievement data for non-clinical domains are
    submitted using the QMAS web-based forms.

Data provided by the Primary Medical Services
Payment System
  • QMAS will be linked to the new Primary Medical
    Services Payment System.
  • To allow achievement calculations to be made
    correctly the Primary Medical Services Payment
    System will supply the following to QMAS
  • Practice name
  • National practice ID
  • GMS/17C contract status
  • Practice capitation
  • Additional service opt-outs
  • Details of new practices

Obtaining a QMAS User ID Password
  • The QMAS User Administrators will be based in the
    three NHS regional offices.
  • For security reasons only QMAS User
    Administrators are allowed to give you a user ID
    and password.
  • In order for them to do this, you must supply
    them with a basic set of details e.g. name, email
    address, phone number.
  • The practice must agree the appropriate type of
    access to QMAS for each user i.e. entering and/or
    viewing data.

Roles for Practice Users
  • If you work in a practice, you can be assigned
    one of two QMAS roles
  • Role Practice QOF Data View and Update
  • This role allows you to
  • Enter clinical and non-clinical achievement data.
  • View practice achievement against aspiration
    reports.
  • Role Practice QOF Data View
  • This role allows you to
  • View practice achievement against aspiration
    reports.

Roles for NHS Board Users
  • If you work in an NHS Board, you can be assigned
    one (or more) of four QMAS roles
  • Role NHS Board QOF Data View
  • View NHS Board achievement against aspiration
    reports.
  • View practice achievement against aspiration
    reports.
  • Role Practice QOF Data View and Update
  • Enter clinical and non-clinical achievement data
    on behalf of a non-computerised practice.
  • View practice achievement against aspiration
    reports.

Roles for NHS Board Users continued
  • Role NHS Board QOF Management
  • Review the practice aspiration achievement
    submissions.
  • Agree aspiration achievement with the practice.
  • Agree that an aspiration or achievement payment
    is to be calculated and made, based on the
    practices submission.
  • Role NHS Board QMAS User Administrator
  • Maintain users and roles within the NHS Board and
    its constituent practices.

Multiple Roles
  • It is possible for someone working in a practice
    to also be assigned an NHS Board role e.g. a GP
    who is a practice user but is also the NHS Board
    QOF Lead.
  • It is possible for someone working in an NHS
    Board to also be assigned to a practice role e.g.
    an NHS Board QOF Lead responsible for entering
    clinical and non-clinical achievement data on
    behalf of non-computerised practices.
  • If you work in two practices you will be given a
    role for each practice.

User IDs and Passwords
  • Once the QMAS User Administrator has entered you
    on to the system you will receive two emails
  • The first email message contains
  • The QMAS website address
  • Your unique QMAS user ID
  • Information on how to access QMAS training
  • Contact information
  • The second email message contains
  • Your unique QMAS password

  • QMAS has been developed to use Internet Explorer
    5.5 (IE5.5) with Service Pack 2 applied. You may
    experience problems viewing information in QMAS
    if you are using a browser other than Internet
    Explorer 5.5 or above.

Opting-out
  • If the practice delivers an additional service
    from April September then opts-out, it will
    receive payment for that six months.
  • If the practice delivers an additional service
    from April September then opts-out, but opts
    back in from January onwards, it will receive
    payment for the 9 months the service was
    delivered.

  • Achievement data for the clinical domain will be

Why do QMAS and clinical system reports differ?
  • QMAS calculates payment, it is NOT a clinical
    audit system.
  • QMAS shows
  • How much you thought you would earn (aspiration).
  • How much you have already earned towards the year
    end (current achievement).
  • And predicts what you will have earned by the end
    of the QOF period (forecast).
  • This is different to the GP systems which are
    clinical systems and are designed to carry out
    clinical audit cycles on request.

Why QMAS and clinical system reports differ -

  • GP clinical systems produce reports based on
    previous 9, 12 or 15 months data (depending on
    the indicator) and the current disease register
    and practice list size.
  • QMAS only uses data from within the QOF period
    (1st April 31st March for majority of the
    indicators) for regular and ad-hoc reports.
    Practice list size, disease register size and
    target population will be updated quarterly by
    the Primary Medical Services Payment System.

  • In generating a clinical report for QMAS your
    clinical system
  • First of all looks forward to the end of the QOF
    period - 31st March 2005.
  • Then looks back
  • If the indicator covers 15 months e.g. CHD
    indicators your clinical system will look back to
    January 2004.
  • If the indicator covers 9 months i.e.
    hypertension your clinical system will look back
    to July 2004.
