Supplemental Instruction
  • Sponsors may request funding for certain
    additional expenses, in writing and PRIOR to
    costs being incurred, for
  • Special Education and Related Expenses Required
    by Childs Individual Education Plan (IEP)
  • Extracurricular Instruction in a Foreign Language
  • Supplemental Instruction/Tutoring for Remedial or
    Basic Skills
  • Gifted Education Courses/Programs
  • Reasonable and Economical Public or Private
    Commuter Transportation (other than that provided
    by the school or embassy)

Supplemental Instruction Cap
  • IAW DSSR 274.12a, an allowance in addition to the
    at post education allowance may be authorized
    for supplemental instruction up to, but not
    exceeding, 3,000 per student, per school year
  • Allowance may be authorized to all eligible
    students regardless of attendance to a school at
    post, away from post or home-based educational
    program or special needs student, as long as
    eligibility criteria is met and supporting
    documentation of need is established.

  • Request for supplemental instruction should be
    approved by the NDSP Program Manager PRIOR to
    incurring any costs or services.
  • If services are received before approval from the
    NDSP Program Manager, the sponsor may be
    responsible for any costs incurred.
  • If, for any reason, the NDSP Program Manager
    disapproves funding for supplemental instruction,
    this does not preclude the sponsor from procuring
    services for their child at their own expense.

Core Subject/Basic Skills
  • Funding for supplemental instruction would be
    approved in cases where the at post school
  • Does not provide instruction in academic subjects
    generally offered by public schools in the U.S.
    or to complete courses started in the U.S. but
    not completed prior to arriving in foreign
    location
  • Offers its curriculum in a foreign language which
    the child does not know well enough for progress
    in the curriculum (ESL), or
  • Requires additional instruction to enable the
    child to enter a grade or remain in the same
    grade in the school

  • Request for supplemental instruction should at a
    minimum include the following
  • Letter from school administrator indicating need,
    recommended length of supplemental instruction,
    and expected outcome
  • Recommendations for each session, duration and
    frequency (number of days and hours per week, and
    number of weeks)
  • Request for supplemental instruction in core
    curriculum areas should also include the
    following
  • Letter from school administrator should indicate
    that if the course/subject requiring supplemental
    instruction is failed, the student would not pass
    the class, therefore would not proceed to the
    next grade
  • Progress reports (grades) showing failure/in
    jeopardy of failure of course/subject requiring
    supplemental instruction

  • Supplemental instruction will be approved in
    nine-week increments, unless otherwise stipulated
    in writing from the NDSP Program Manager.
  • Progress reports will be required to determine if
    tutoring is beneficial and improving students
    grades and/or to determine if type, frequency and
    duration of support needs to be modified.

Special Education and Related Services Required
by Childs IEP
  • Most services required by a student with special
    needs will be covered under the Special Education
    Allowance cap (26,800) however, in cases where
    additional services are needed and funding is not
    available under the cap, an additional 3,000 can
    be authorized for supplemental services for
    students with special needs on a case-by-case
    basis.
  • Some students with special needs may not be
    eligible for special needs funding, however, if
    services are required and deemed necessary, the
    supplemental instruction allowance may be granted
    to such students for continuity of needed
    services.

Extracurricular Instruction in a Foreign Language
  • Supplemental instruction in support of a foreign
    language may be authorized under the supplemental
    instruction cap when
  • such study began in the U.S. and the DoDEA
    approving authority considers it essential to
    maintain foreign language proficiency, or
  • the language is the language of the host nation

Reasonable and Economical Public or Private
Commuter Transportation
  • In certain extenuating circumstances (usually
    where personal security of the child in
    jeopardy), alternative public or private commuter
    transportation may be authorized on a
    case-by-case basis.
  • Request must indicate the circumstances of the
    request and any incidents which would be used to
    justify such authorization
  • Local commander must endorse request and verify
    that such risk exists and supports the use of
    alternative transportation

Gifted Education Courses
  • Students may qualify under the DoDEA criteria for
    supplemental instruction or materials for gifted
    education by submitting documentation from the
    previous public of private schools gifted
    education program or the current public or
    private schools assessment.
  • Parents must submit evidence to support requests
    for assessments.
