Housekeeping
  • Technical Skills Attainment
  • Follow-up discussion with USDOE indicates that
CRCs and NOCTI exams may not be used for
    technical skills attainment
  • Employment data
  • met with academic staff to discuss options for
    allowing schools to supplement data
  • VCCS staff will develop a write-up and protocol
  • Waiting to determine how other states conduct
    follow-up
  • Waiting on whether VCCS could access WRIS
    (multi-state UI records) for Perkins
  • Website for Perkins Up and running (all notes,
documents, and recordings of sessions are
    available through this site)

3
Purpose
  • To measure college success in Perkins programs as
    a function of completion rates
  • To demonstrate how well colleges are retaining
their students and how well their students are
    progressing

4
Completion Definition
  • Numerator Number of CTE concentrators who
    received an industry-recognized credential, a
certificate, or a degree during the reporting
    year.
  • Denominator Number of CTE concentrators who left
    postsecondary education during the reporting
    year.
  • Note This is a different measurement approach
than in the past. It does not look at look at
students who entered and whether they graduated
    in a specific time period.

5
Definition of CTE Concentrator
  • Student who
  • Declares a Perkins major (includes all diploma,
    certificate, career studies certificate,
associate in applied science, and select transfer
    programs-business management, computer
    technology, and engineering)
  • Attended classes during the academic year
  • And has earned (received a passing grade) 12 or
    more degree bearing credits (excludes
    developmental courses)
  • Source PeopleSoft PS_STDNT_CAR_TERM table,
which is the source for the cumulative credits
provided on the student enrollment file
  • One record created per student, per college

Reviewing Completion Definition
  • Numerator Number of CTE concentrators who
    received an industry-recognized credential, a
certificate, or a degree during the reporting
    year.
  •  Denominator Number of CTE concentrators who
left postsecondary education during the reporting
    year.

9
Identify CTE Concentrators who Left
  • Want to learn whether students identified as a
    CTE concentrators either
  • Left
  • Graduated (hard exit)
  • Did not return in the subsequent year (soft exit)
  • Notes Graduates can occur at any college and
not the college where they were first identified
as concentrator. A student who does not re-enroll
in the subsequent year is based on whether they
did not enroll any VCCS college, not just the
college where the 12 credits were earned

10
EXAMPLE
  • For the 2006-2007 reporting year, capture all CTE
concentrators (Perkins enrollees who have gt 12
    credit hours) in 2005-06, and
  • Determine the number who
  • A. Graduated in 2005-06 (graduates in CSC
programs are added back if they did not have 12
credits to accommodate CSC programs with lt 12
    credits)
  • B. Reenrolled in 2006-07
  • C. Did not return
  • Measure A/(AC)
  • Numerator All CTE concentrators who graduated
    in 2005-06
  • Denominator Numerator Perkins students who
    did not return in 2006-07
  • Note Students who re-enroll in subsequent year
or transfer (will be addressed in the
    retention/transfer measure)
