    of the Interiors Police Department

  • The project budget for 2004 is 1.7 million euros.

BIOMETRIC PASSPORT
  • We aim to reach the capability of issuing
    biometric passports by May 1st 2005.

  • Finland will comply with the ICAO standard of
    biometric passport. 
  • In addition to the obligatory features of the
    standard, we are planning to adopt the following
    optional features.

  •         1. The personal identity code will be
    recorded on the chip (it is also in the MRZ).
  • 2. Chip copying and substitution will be
    prevented.
  • 3. Unauthorised reading of the chip will be
    prevented.
  • 4.  Data communication between a chip and a
    chip reader will be encrypted.

  • in handling the Proposal for a Council
    Regulation on a biometric passport in the Visa
    Working Party
  • in the standardisation work of ICAO. The project
    manager for the biometrics project is a member of
    ICAOs New Technology Working Group

  • 2. Passport Act Proposal
  • The drafting of the Finnish Passport Act proposal
    has been completed
  • except for taking into account the effect that
    the Council Regulation will have on the proposal
  • the timetable for handling in the Parliament the
    Finnish Passport Act will follow that of the
    Council Regulation.

  • 3. New Passport information system
  • a new passport information system
  • The Directorate of Immigration and the Ministry
    for Foreign Affairs will also start using the
    system
  • The Police IT Management Agency is in charge of
    the planning and implementation of the system.

  • The new system will enable the creation of an
    image database, and it will satisfy the needs of
    biometric passports in many respects.
  • The system includes, for example, image
    processing functions which process photographs to
    facilitate biometric identification
  • The specification stage for the information
    system has now been completed
  • the implementation period has started with the
    launching of a tendering procedure
  • the system should be introduced on 1 April 2005.

  • 4.Call for tenders for a biometric passport
  • The current passport manufacturing contract will
    come to an end on 15th of October 2004.
  • A call for tenders for a new contract was
    published on 8th of April 2004 and the offering
    period will end on 7th of June
  • The call for tenders will cover both biometric
    passports and passports without biometrics.

  • 5. Purchase of equipment
  • the police service points (150) that issue
    passports will be supplied with scanners.
  • In addition, each State Local District (100) will
    be equipped with a service point where people can
    check the content of the chip in their biometric
    passport.

    timetable for introducing a biometric passport to
    Finland
  • a press release concerning the matter in March,
  • the website of the biometrics project will be
    published in June.

  • We have been sketching out a model for the
    implementation of a standard digital signature.
  • However, the role of ICAO in this is still
    unclear, which is why we have not been able to
    determine the final solution.
  • One of the main partners of the Ministry of the
    Interiors Police Department in the planning has
    been the Population Register Centre, which has
    attended to the certificate solutions related to
    the Finnish electronic ID card.
