1
CIM Luncheon
  • Well Test Capture (WTC)System Update
  • 31May2004

2
Agenda
  • Background
  • New WTC System
  • Regulatory Requirements
  • Implications of Change
  • Next Steps

3
Background
  • Feedback from Industry
  • Need to improve Data Quality
  • Need to improve the System
  • Chronology
  • 1998 Original WTC system goes live
  • 2000 2003
  • Dialogues with industry
  • System Upgrades and Maintenance
  • 2003 Commenced Project for System overhaul
  • 2004 Release of a new WTC system

4
New WTC System
  • Where are we?
  • Construction of new functionality is complete for
    the July release
  • Industry Testing
  • Beta testing of various test types since Jan 2004
  • Production version available on Beta site
    mid-June
  • Production Releases
  • July 5, 2004
  • November, 2004
  • February 2005

5
New WTC System
  • Improvements
  • Validations
  • Over 1000 edits in the system that specifically
    focus on quality data submission
  • Tests not passing edits will be rejected
  • Specific and meaningful error notifications and
    explanations, for example
  • Time must increment between lines 53 2003 09 12
    153000 and 54 2003 09 12 152400 for DTG
    (1),TIME.DAY/HR/SS, Real Time
  • Matching PRGA for LMP was not found in data table
    DTG (1)
  • Ability to submit multiple tests for multiple
    wells in one batch
  • Delegate submissions

6
Regulatory Requirements
  • Source Documents
  • Guide 40 Pressure and Deliverability Testing Oil
and Gas Wells Minimum Requirements and
    Recommended Practices
  • Guide 3 Gas Well Testing - Theory and Practice
  • Guide 5 Calculating Subsurface Pressure via
    Fluid Level Recorders
  • Oil and Gas Conservation Regulations
  • Clauses 11.070(1) through (5)
  • Clause 11.100, and
  • Clause 11.120(1)(c.)

7
Regulatory Requirements
  • Initial Deliverability Testing
  • Multi-point Deliverability Testing where expected
    AOFP gt 300 E3m3/d.
  • Guide 40 Section 4.3.1 and Guide 3
  • Wellhead Deliverability Testing where expected
    AOFP lt 20 E3m3/d.
  • Guide 40 Section 4.3.4
  • Both Extended AOFP and Stabilized AOFP required.
  • Guide 40 Section 4.3

8
Regulatory Requirements
  • Inflow Performance Relationships (IPR)
  • IPR data or any other well test data and the
analysis must be submitted in PAS file and image
file format for flowing oil wells when they are
    conducted.

9
Regulatory Requirements
  • Well Fluid Analysis
  • Clauses 11.070(1) through (5) of the Oil and Gas
Conservation Regulations and Guide 40, Section
3.5 provides specific sampling and fluid analysis
    requirements, representative of the reservoir,
including both gas and liquids including
    recombination's.
  • However, frequent sampling for production
reporting volumes need not be submitted unless
the composition of the fluid has changed
    significantly.

10
Regulatory Requirements
  • Relaxation of/or Exemption from Initial
    Deliverability Testing
  • Both Guide 40 and Guide 3 provide for relaxation
or exemption from Initial Deliverability Testing
  • Relaxation of Deliverability Test Types
  • Multi-Point to Single-Point
  • Sandface to Wellhead
  • Relaxation on a well, regional, formation or pool
    basis.
  • Exemption from Deliverability Testing
  • Individual well basis, or
  • Blanket exemption on a regional, formation or
    pool basis.
  • Applications must be made prior to test
    submission requirement dates. (mailtowelltest-hel
    pline_at_eub.gov.ab.ca).

11
Implications of Change
  • Compliance
  • The implications of not meeting the requirements
for testing and submission of complete well tests
    will be enforcement action.
  • Tests which are conducted outside of an EUB
requirement are also required to be submitted as
per Section 6 of Guide 40. Enforcement will be
initiated where it is determined that a well test
has been conducted and not submitted.
  • Accountability of the Industry for proper testing
and submission of well test data is the aim of
    the requirements.

12
Implications of Change
  • Auditing Submissions
  • 100 check initially for
  • Image file for content completeness
  • Image file for PAS relationship
  • Test data for initial and annual compliance
  • Selective checking of
  • PAS / Test data for accuracy
  • PAS / Test data for flare/vent details

13
Implications of Change
  • Guide 52
  • Essentially obsolete
  • PAS file formats and business rules have been
    released through previous bulletins
  • Will be consolidated on the EUBs website

14
Next Steps
  • Evolution of WTC System
  • Ability by EUB to maintain submitters quality
    level (based on audits)
  • Timely follow-up of tests that are missing
  • Ability for submitters to replace submitted files
  • Allow for Web Service-based service offerings
  • Additional EUB functionality

15
Thank You!
  • The EUB appreciates your feedback and support of
    this system and its improvements!
