Partnership on strategies and policies level 5.
Partnership on projects level
3HR - the most valuable capital
- Critical issues
- Political support - no monuments
- Investments into HR - difficult to measure
- Reduction of HR investments - the easiest way to
spare - Long term effect of investments or savings in HR
- Employers tend to hire ready workers not to
train them - Surpluses to be advertised
- educated people are the vehicle of the
development - no technological investments can be fully
exhausted without open minded motivated workers - not only the economical development but the
social environment is based on well educated
people - CR has not too many sources than human resources
4Lifelong learning
- Initial education and training - lasts approx. 13
- 18 years - Working life - lasts more than 40 years
- Reasons for further training support
- the knowledge and skills gained through initial
training are limited - the technological development requires new skills
- employers are to be motivated to invest into
people - Czech Republic is a part of Europe
- Precondition for further training support
- politicians and policy makers are to be aware of
the value of well trained population
5Strategic priorities and the real support
- European priorities
- Czech Lisbon programme priorities
- Existing Czech programmes
- National level
- Initial education and training
- Further training - retraining of unemployed
- - training of civil servant
- - ESF -1st flag-ship
- No training of employed or self-employed !
- Regional level
- Further training in organisations (grant schemes
in some regions only)
6Partnership on strategic and policy level
- Development of national strategic documents
- open discussion of partners or general public is
not often - the system of comments from selected
organisations only - little time to comment
- respected body - social partners
- NGO are still not taken as serious partners
- Development of legislation
- mainly on department level
- Structural Funds planning documents
- good news - the partnership must be recorded and
proved
7Partnership on projects level
- Fortunately - Precondition for many EU funded
projects - pressure from outside, not the feeling of
necessity - building partnership - time consuming
- - sharing the specific knowledge
- process of learning, exchange of ideas
- sustainability of outcomes
- To know the value of partnership we have to touch
it! - good news - the approach to partnership is
changing thanks EU - projects
implementation
