2 Law 11 - Offside It is not an offence to be
in an offside position
3A player is in an offside position if
- Nearer to the opponents goal line than both the
ball and the second last opponent.
4A player is not in an offside position if
- In his/her own half of the field of play or
- Is level with the second last opponent or
- Is level with the last two opponents
- Is behind the ball
5A player in an offside position is penalized
- If, at the moment the ball touches or is played
by one of his/her teammates, he is, in the
opinion of the referee, involved in active play
by - 1 interfering with play or
- 2 gaining an advantage by being in that
position or - 3 interfering with an opponent.
6There is no offence if
- The player receives the ball directly from
- A goal kick or
- A throw-in or
- A corner kick.
7Sanctions for offside
- For any offside offence, the referee awards an
indirect free kick to the opposing team to be
taken from the place where the infringement
occurred.

91 Interfering with play means
- playing or touching the ball passed or touched by
a teammate.
10Gaining an Advantage means
- playing a ball that rebounds
- off a goal post or the crossbar
- or
- off an opponent
11Interfering with an Opponent means
- preventing an opponent from playing
- or being able to play the ball by
- clearly obstructing the opponents
- line of vision or movements
- or
12Interfering with an Opponent means
- making a gesture or movement
- which, in the opinion of the referee,
- deceives or distracts an opponent
13 Pre-Game Instructions
- This is a must for all games!!
- Cover those situations that may occur and how
they are to be handled.
14Pre-Game instructions Offside

- Stay with the second last defender
- Or the ball
- Delay your signal until involvement is determined
- Signal immediately if, in your opinion, there is
a possibility of collision or keeper interference
15Technique of calling Offside
- Assistant referee determines infraction
- Assistant referee determines involvement
- Assistant referee raises flag to signal
- Referee determines other factors (example who
last played the ball, location of teammates) and
acknowledges the flag signal
16Mechanics of calling Offside
- Assistant referee raises flag straight up
- Position is held square to field and stationary
- Flag kept up until
- 1 - whistle sounds
- 2 - referee acknowledges and indicates flag to be
lowered - 3 - play transitions out of the danger area

- - 4 - defensive team goal keeper gets full
control of the ball - - 5 - the ball crosses over the goal line for a
goal kick.

- Referee
- Referee blows whistle
- Referee then indicates direction
- Referee raises arm straight up
- Referee takes desired position for re-start
- Referee raises arm for indirect kick on re-start

- Assistant referee
- Flag straight up until referee acknowledgement
- Lower flag to point area of the field where
infraction took place hold for a couple of
seconds then lower it to side - Body placement will show location of restart
20Mechanics of calling Offside
- Get play moving placement of the ball is not
vital but rather in the general area. - Advantage due to placement should not be
permitted do not move up the field closer to
the opponents goal - If referee does not blow the whistle the
assistant should be acknowledged and signal to
lower flag given before flag is lowered
21Where is the ball placed for the Restart?
- There has been no change in the location of the
restart - The restart of the game shall be with an
indirect free kick taken from the initial place
where the player was adjudged to be in an offside
position. FIFA Circular 987, 17 Aug 2005 - It makes no difference where the player touched
the ball.

or being able to play the ball.

- Do not signal for offside unless you see
- a touch on the ball
- or
- advantage being gained
- or
- interference with an opponent
- Exceptions see slides 50 and 51
46If an opponent moves ------
- It is highly unlikely that opponents will fail to
challenge an attacker (whether they know he is in
an offside position or not). - When an opponent challenges, the attacker is
involved in active play NOT by interfering with
play or gaining an advantage but by interfering
with an opponent.
47Offside interpretations - 1
- The International Board now intends that an
attacker in an offside position is not
interfering with play or gaining an advantage
unless and until that attacker actually touches
the ball.
48Interpretations - 2
- An attacker in an offside position who does not
in fact make physical contact with the ball
should not be called for offside unless that
player interferes with an opponent.
49Offside interpretations - 3
- Referees and assistant referees are expected to
refrain from signaling for an offside offense
unless and until they see the attacker touch the
ball in some way or interfere with an opponent.
50FIFA Circular 987, Aug. 2005
- If an opponent becomes involved in the play and
if, in the opinion of the referee, there is
potential for physical contact, the player in the
offside position shall be penalized for
interfering with an opponent.

- A player in an offside position may be
penalized before playing or touching the ball if,
in the opinion of the referee, no other team-mate
in an onside position has the opportunity to play
the ball.
52Review
- Interference with play or gaining an advantage
requires actual contact with the ball. - Touching the ball is not a requirement for
calling offside if the attacker is interfering
with an opponent by making a movement or gesture
which, in the opinion of the referee, deceives or
distracts that opponent.
53Review
- Do not signal for offside unless you see a
touch or clear interference or potential for
contact with an opponent.
54Review
- It is highly unlikely that opponents will fail to
challenge in possible offside situations. If the
opponents do move, there is no longer a situation
of interfering with play or gaining an
advantage but one of interfering with an
opponent.
