2006 Mid Cycle STP Update- Motivation -

• Page 23 -- Sept 2004 STP Report
• Implementation
• Establish Revision Cycles -
• keep the Plan a "living document"
• data (needs and revenue) should be updated every
  two years (starting in 2006) to coincide with the
  legislative biennium. Updated information should
  be reported to the BOT and Legislature (early
  2007)
• a lengthier, more comprehensive Plan update,
  including public and stakeholder outreach, should
  be conducted every four years (beginning in late
  2008/early 2009).

• Data Refresh -- 2005 baseline / 2030 horizon
• Needs analysis similar to 2001
• use new platform/model HERS-ST
• non-hwy modes by interviews and surveys
• Revenue Forecast similar to 2001
• compare with Cash Management 10 year forecast
• create multiple scenarios/ranges
• Needs and revenue provided in 5-yr increments
• NC specific construction costs, design
  standards conservative growth of revenue streams
• weigh short term econ. factors against long
  term picture

  statewide needs, i.e., use LRTPs, standardized
  data collection, consistency and common language
  to define the term transportation need

• Provide briefings at MPO and RPO Association
  meetings
• Oversight of BOT Statewide Plan Committee/DOT
  Senior Management
• Improve Plan Website
• post all Plan related tech/financial reports,
  HERS-ST info, Final Mid-Cycle Report ( Draft
  Report for comment)
• Involve any interested MPO/RPO staff in HERS-ST
  training (Dec 06/Jan 07 timeframe)
