- Weakness in what concerned the level of
cooperation between the regional actors - Disarticulation of the shared strategies by the
actors of Research and Technological Development
Innovation (RTD-I - In some cases inexistence of a strategy

- It can be pointed out as main results of the
Program - Involvement of more than 100 entities, decision
makers, from the various activity sectors - Approach to Innovation made in a more enlarged
point of view Sustainable Development - High consensus level between the Strategies
definition - Some high level political positions were
effectively changed in order to follow these new
orientations - Public and private sector assumed a compromise
with these orientations - Set up of the innovative projects ideas with the
cooperation if the EU Funds (ERDF) - Creation of a new regional dynamic around

human resources through the convergence of the
educational actions and professional training as
well as the adoption of new ways of certifying

inducing factor for innovation, capable of
placing the Region in the 2nd generation of

cooperation, promoting the creation of
partnerships and networks that evolve in the
sense of a Regional System of Cooperation
changing the communicational and inter-relational

Regional Innovation Strategy 8th Strategic
Option To create complementary or alternative
financial instruments and mechanisms to the ones
provided by the commercial banks to micro and
small enterprises as a way to optimize financial
engineering to the needs of the various
innovative projects and promoters 9th Strategic
Option To define a strategy and implement a
regional campaign of awareness for Innovation in
the context of the dissemination of the new
values associated to competitiveness and
mobilisation of the society for the creation of
the Innovation and Good Practices Culture.

Incremental Innovation and in some cases even
Disruptive Innovation Demystification of the
Innovation concept that was too centred in the
great technological innovations
Fish this project intends to cultivate, in
captivity, some species of high commercial value,
to posterior release in the natural sea
environment where they will be able to grow,
reproduce and then, be captured for consumption.
This repopulation can open a door in the tourist
market of sport and underwater fishing besides
permitting an increase of the captures in the
traditional fishing. Introduction of 4 electric
buses in the historical centre acquisition of 4
electric buses destined to make a circuit in the
historical centre providing a transversal
mobility of high frequency and study the impact
in the environment.

EEM Powerline this project consists in the
implementation of the Powerline technology in the
electric network of the Electricity Company of
Madeira, with the intention of making it
available (data/voice) for all the users of the
network. Forest Risk Prevention Centre
Creation of a centre with the purpose
of Implementing a forest tele-vigilance
system Prevision of the behaviour of the forest
fires Control actions and coordination to the
fire fighting Study of the evolution of the
regional forest plagues and diseases Installation
of control towers through out the Region.

The Program has supported the elaboration and set
up of 26 pilot projects ideas
With the involvement of more than 100 entities
working in partnership
With an estimated investment by ERDF of more than
30 000 000

- Territorial Management Model
- The Territorial Management Model developed for
the Autonomous Region of Madeira had as main goal
the accomplishment of the Regional Sustainable
Development and Innovation Strategies elaborated
in the framework of RPIA Madeira. - Some specific actions were taken
- Definition of planning of macro processes
according to the quality systems - Use of New Information and Communication
Technologies - Permanent monitoring, control and evaluation of
projects and programs - Criteria and methods of project selection are
articulated with the strategies - Transparency and segregation of functions

After the execution of RPIA-Madeira
Was demonstrated that Innovation it is not
exclusive of the major Research Centres Was
given a regional dynamic around Innovation in its
enlarged sense Innovation was put in the
perspective of a coherent and shared Sustainable
Development Strategy Major financing sources
were articulated with the intention of giving
some critical mass to the projects and to the
Innovation dynamic.
