Purpose of Installation Classification
  • Installations or facilities that have surge
    population
  • that is exponentially greater than their steady
    state
  • population are required to establish the
    baseline
  • capabilities IAW the steady state population.
  • Commanders maintain the flexibility to establish
  • capabilities based on surge population as they
    deem
  • appropriate in order to standardize CBRNE
  • preparedness capabilities.

Class 1 Installation
  • Class 1 Large/Critical Installation/Facility
  • More than 15,000 personnel (military, government
    civilians, dependants, contractors, and other
    personnel that live or work on an installation or
    facility on a daily basis)
  • Designated by NORTHCOM, HQMC or DoD Field
    activity because of critical Mission or those
    designated critical by the Defense Critical
    Infrastructure Program (DCIP) as outlined in DoD
    3020.40

  • Medical Surveillance
  • Shape (Required)

  • Shield 1 (Required)
  • Mission essential personnel protection (12hrs)
  • Plans and procedures that address evacuation,
    shelter in place
  • Shield 2 (Required)
  • 1st responders capability to asses and mitigate
    CBRNE hazard

    emergency response capability (some may be
    provided be local emergency response agencies)
    and populations between 2,000 and 15,000
    personnel
