• OUR PHILOSOPHY
• The punishments cannot consist in treatments
  contrary to the common sense of humanity and must
  be addressed to the rehabilitation of detainees
• (art. 27, Italian Constitution, year 1948)
• Security is a tool for the implementation of
  treatment we havent treatment without security

  Mediterranean Dialogue and Process for its
  natural geopolitical location
• 2- DAP has an extensive and important experience
  in twinning activities at International level and

  number of penitentiary systems
• 3- DAP has a unique experience in the balancing
  of security and treatment at penitentiary level,
  having rooted this duty in the National
  Constitution

• Dott. Annibale F.G. PETRONE, Head of the
  Penitentiary Sanitary Service in the Department
  of Justice delle Nazioni Unite - UNMIK, with
  responsibilities in Kosovo,
• Isp. di Polizia Penitenziaria Fabio PINZARI, has
  the following duties in UNMIK
• Director of the CRC Dubrava
• Director of the Detention Center of Gjilan.
• Financial Director responsible for the external
  relations by the High International Court in
  Kosovo.
• Dott.ssa Carla CIAVARELLA, since June 2003
  Project Coordinator for the reform of the penal
  justice in Afghanistan United Nations,UNODC-Kabul.
  
• Dott.ssa Marta COSTANTINO, penitentiary manager,
  has been selected by the EU as prison and
  detention system expert. For the Palestinian
  Territories from October 2007- Mission PESD
  called EUPOL COPPS Palestine
• Since May 2000the Italian DAP has assisted
  Kossovo in the transaction of the penitentiary
  system from KFOR (Kosovo Force) and CIVPOL
  (United Nations Civilian Police) to UNMIK, thats
  to say Kosovo Correctional Service ( called also
  Penal Management, Department of Judicial
  Affairs). This activity has been successfully
  fulfilled in June 2006
