International first port of call
Eg. Ship proceeding to Melbourne from Singapore (only ballast water from open ocean on board).
Fill out report form only, indicate that ballast from the open ocean.
Send form to EPA and proceed to port (48 hours). No further requirements from EPA.
EPA will notify ship with written confirmation to discharge (as long as they comply with AQIS requirements).

Coastal voyage with no discharge
Eg. Ship proceeding to Portland via Sydney and does not wish to discharge any ballast water in Portland.
Fill out report form including details of ballast on board, make clear that ship does not intend to discharge any ballast water.
Submit form to EPA (48 hours). Written confirmation from EPA that ship cannot discharge.

Eg. Ship proceeding from Brisbane to Westernport determines that ballast water is LOW RISK using BWDSS.
Submit both forms to EPA (48 hours). With ballast water source information and risk assessment number (RAN) from BWDSS.
EPA will provide written confirmation of permission to discharge.

Coastal voyage with discharge
Eg. Ship proceeding from Devonport to Geelong and intends to discharge ballast water. Ballast water is not assessed and therefore HIGH RISK.
Send ballast water report form to EPA (48 hours). With method of exchange.
Complete ballast water exchange ensure at least 95 of high risk ballast is exchanged at sea. As soon as possible send the ballast log to EPA. EPA will advise that it is okay to discharge.
