2007 CMS Meeting Financial Results
  • 282 paid registrations 318 attendees.
  • Registration revenue 101,604
  • Total Expenses 97,339 (12k to USACA for labor)
  • 4,265 balance falls short of 10 fee due to
    USACA from CMS registrations.
  • Only 7,000 in reserve account.
  • Proposed to Mark Opeka to avoid depleting reserve
    account this year and to make up for the
    shortfall by increasing fee to 15 for 2008 CMS
    conference.

Government Affairs Update
  • Congress started work on FY 08 budgeting
  • FY 07 Defense supplemental still in progress.
  • HASC markup completed week of May 7. Iraq
    withdraw timeline likely to shift into
    Authorization bill which will delay passage.
  • House Energy and Water Appropriations expected to
    go forward the week of May 14. Reportedly, no
    earmarks will be included at this time.
  • Senate will start marking up appropriation bills
    in late May or June.
  • FY 08 Defense Approps will be last of twelve
    appropriation bills.

HASC Analysis
  • HASC provided roughly 2 billion increase to FY
    08 Defense Budget Request. HASC authorized
    483.1 billion.
  • Funds FY 08 requested amounts for service
    materials research programs.
  • OSD ManTech line fully funded at 10 million, 5
    million of which is for CMC manufacturing
    technology. Language added to require open
    competition through OSD.
  • 10 million general increase for VAATE in the Air
    Force Sensors 6.3 line.
  • Authorizes 480 million for continued development
    of 2nd source JSF engine.
  • Authorizes continued venture capital type
    investment by DoD and provides and additional 10
    million to the Army for a new investment track in
    renewable energy technologies.

CCAP Initiative Update
  • Conducted congressional visits February 28 with
    willing USACA members.
  • Not enough congressional support for initiative
    to expect FY 08 appropriation increase.
  • Pursuing Senate Defense Authorization report
    language to set stage for FY 09 funding request
    and to support efforts to establish OSD program
    line for CCAP.

Requested Report Language
  • The Committee notes several recent studies by
    the National Academy of Sciences, the Department
    of Defense and industry related to DoD turbine
    engine propulsion and military system propulsion
    needs call for increased Defense Department
    investment in high-temperature materials
    development and producibility. The National
    Academy of Sciences 2006 Review of U.S. Air Force
    and Department of Defense Aerospace Propulsion
    Needs and a National Research Council 2007 report
    on Improving the Efficiency of Engines for Large
    Nonfighter Aircraft highlighted that higher
    operating temperatures result in better engine
    performance and increased fuel efficiency. For
    example, the Air Force estimates that use of
    high-temperature ceramic materials in the hot
    section of gas turbine engines can improve
    specific fuel consumption by up to 25 and can
    increase Mach 2 supersonic range by up to 50.
  • The recent studies documented that advanced
    ceramic matrix composites and monolithic ceramics
    have the potential to reliably operate for
    extended periods of time at temperatures in
    excess of 1,500C and thus provide the necessary
    major materials innovation for continued advances
    in military gas turbine capability. The National
    Academy Review of USAF and DoD Aerospace
    Propulsion Needs specifically recommended
    increased DoD investment in manufacturing
    technology programs to enable advancements in
    materials for propulsion technology
    (Recommendation 6-2). Therefore, the Committee
    encourages the Department of Defense to provide
    the necessary investments over the next ten years
    to work with the advanced ceramics supplier
    community and ensure high-temperature ceramics
    are available for insertion into legacy and new
    gas turbine engine systems.
